You can change the desired settings from Settings menu -> Privacy and Security -> Groups -> My Contacts and then select all the Telegram users to “Never Allow”. Once you tap on the option, the other person will have to accept your invitation to initiate the Secret Chat. These changes to reactions are currently available in groups and 1-on-1 chats. Group admins can control whether custom reactions may be used in their groups.

Telegram Settings While you can receive/send files irrespective of their type and size, you can disable automatic media download and auto-play media to save mobile data. This way, you can also avoid downloading unnecessarily large files.
