Telegram now allows you to add people who are near you. If the person on the other side has made his/her profile visible, you can see his/her name in the search. Just tap on the name to exchange contact info. Next, tap Never Share With and then select the people from whom you want to hide your profile. Telegram Mute Option

Here, Telegram will give you some information about what happens when you change your number. Basically, all your messages will be moved to the new number and your new number will be automatically added to all your existing Telegram contacts, barring the blocked contacts.
