To lock a chat go to Settings->Privacy and Security->Passcode Lock and enable it. Once you create a passcode and enable it, you will be able to lock and unlock your chats by tapping on the lock icon at the top right of the app. The app is really awesome for me rather than using other Messaging apps for my day-to-day works. It has all the things that meet my requirements. A further privacy blunder is that Telegram notifies your contacts when you join it — unless you don’t give it permission to access your contacts. The app doesn’t warn you it’s about to ping your contacts, and that’s a big caveat for those who want to use Telegram to keep a low profile.

Finally, if you don't want to disturb the other person, choose Send without sound to silently deliver the message to the other party without them getting a notification.
