Since an update in 2019, Telegram has allowed users to delete messages sent by other users, across all devices. It’s a somewhat divisive feature. Having your messages deleted by someone else doesn’t feel very good. But if your conversation is between you and a person you trust, it’s another handy way to control your online communications. Sometimes people interrupt you halfway through typing an important message, and you forget all about it—this where drafts come in handy. Your unfinished messages (drafts) are automatically saved and synced across all devices. Owners of public groups can enable join requests via Group Info > Edit > Group Type > Who Can Send Messages > select Only Members > enable Approve New Members.
