🐘🐘 Govt seeks legal status for elephant reserves🐘🐘

🐘 Recently, Union environment ministry has proposed an amendment to the Wildlife Protection Act, 1972 to accord legal status to elephant reserves and corridors on the lines of tiger reserves

🧐Background:

🐘Under the Wildlife Protection Act, state forest departments have to prepare a tiger reserve management plan with an adequate number of forest staff and strategies in place to protect the big cats.

🐘The law also says that no mining or industrial activity will be allowed in the vicinity of the reserves and that their boundaries cannot be changed without approval from the National Board of Wildlife.

🐘The law also gives legal status to the National Tiger Conservation Authority, the regulatory body for around 50 tiger reserves in India.

🐘With the proposed amendment, the ministry proposes to have a similar legal framework for 30 elephant reserves across 15 states and statutory status for Project Elephant.

🐘India is home to about 30,000 elephants, or 60% of the global Asian elephant population.

😇Benefits:

🐘Elephant conservationists have been fighting for legal status to elephant reserves for more than a decade.

🐘But no state is ready for this. Once the legal right is given, several restrictions would come into place.

🤔Reasons:

🐘Reduce conflict through mitigation measures in elephant corridors.
🐘Address the problem of rising human-elephant conflict.

🌾STUBBLE BURNING🔥

🌾🔥WHY IN NEWS ??
Union government has brought out an ordinance to set up a permanent commission for air quality management.

▪️This will replace the Justice Madan B. Lokur Commission-one man committee appointed to monitor and provide steps to prevent stubble burning activities in Punjab, Haryana and U.P.

🌾🔥WHAT IS STUBBLE BURNING :
Stubble burning refers to the practice of farmers setting fire to plant debris that remain in farms after harvest.

🌾🔥REASON FOR STUBBLE BURNING ?
▪️The Green Revolution increased greatly rice and wheat production, which simultaneously increased stubble post harvest
popular combined harvesting technique was not efficacious, as machines left behind one-foot-tall stalks.

▪️This prompted stubble burning as a low-cost and speedy solution available to farmers due to the limited time period of 20-25 days between harvesting one crop and sowing another.

🌾🔥ENVIRONMENTAL IMPACT :

▪️It releases harmful gases including nitrogen oxide and carbon monoxide into the atmosphere.

▪️Created vast smoke blankets across the Indo-Gangetic Plain and numerous neighbouring States, including Delhi.

▪️Impact on soil fertility, destroys organic fertilizers and reduces ground water levels.

🌾🔥ORGANIZATION INVOLVED :

▪️TERI-(The energy and resource Institute) ...

As per a TERI report, in 2019 the air pollution in New Delhi and other parts of north India was 20 times higher than the safe threshold level as prescribed by the World Health Organization.

▪️Stubble burning is an offence under Section 188 of the Indian Penal Code and the Air (Prevention and Control of Pollution) Act of 1981.

🌾🔥GOVERNMENT STEPS TOWARDS STUBBLE BURNING :

▪️In 2013, stubble burning was banned by the Punjab government.

▪️In 2015, the National Green Tribunal imposed a ban on stubble burning in Rajasthan, Uttar Pradesh, Haryana and punjab and directed government to assist farmers by obtaining equipment like happy seeders and rotavator.

🌾🔥HOW STUBBLE IS REMOVED :

▪️Farmers removing stubble by providing them with machinery such as the happy seeder, rotavator, paddy straw chopper.

▪️As per a study by the International Maize and Wheat Improvement Centre, the application of happy seeders and super SMS machines can improve agricultural productivity by 10% to 15% while reducing labour costs and allowing the soil to become more fertile.

🌾🔥NEW METHOD :
PUSA DECOMPOSER FOR STUBBLE BURNING :

▪️Union government is testing an innovative method for stubble burning.

▪️ The PUSA Decomposer is
a set of four tablets made by extracting fungi strains that help the paddy straw to decompose at a much faster rate than usual, giving farmers the option to shred the straw, spray a solution containing the fungal strains, and mix it with the soil for decomposition.

▪️If methods such as this become successful, it will be a new revolution in farming.

▪️This has the potential to both reduce air pollution and increase soil fertility.
