DRAFT ARBITRATION COUNCIL OF INDIA (ACI) RULES

Draft Arbitration Council of India (ACI) rules have been issued for public consultation with the timeline of submission of comments by 14th March, 2020.

Background: Arbitration and Conciliation (Amendment) Act 2019

The Government has recently amended the Arbitration and Conciliation Act, 1996 by the Arbitration and Conciliation (Amendment) Act 2019.

It seeks to establish an independent body namely, the Arbitration Council of India (ACI) for the purpose of grading of arbitral institutions and accreditation of arbitrators, etc.

ACI will be will be headed by a Chairperson, who has been a Judge of the Supreme Court or a Chief Justice or Judge of a High Court or an eminent person to be appointed by the Central Government in consultation with the Chief Justice of India.

Besides, it will also have two Full-time Members from amongst eminent arbitration practitioners and academicians. In addition, one representative of a recognized body of commerce and industry shall be nominated on rotational basis as a Part-time Member.

The Secretary, Department of Legal Affairs, Ministry of Law & Justice; Secretary, Department of Expenditure, Ministry of Finance and Chief Executive Officer, ACI will be ex-officio Members.

Section 43M of the Act provides for the Secretariat to the Council consisting of such number of officers and employees as may be prescribed by the Central Government. 

In this regard, the Department of Legal Affairs has prepared the following draft Rules:

The Arbitration Council of India (the Salary, Allowances and other Terms and Conditions of Chairperson and Members) Rules, 2020.

The Arbitration Council of India (the Travelling and other Allowances payable to Part-time Member) Rules, 2020.

The Arbitration Council of India (the Qualifications, Appointment and other Terms and Conditions of the service of the Chief Executive Officer) Rules 2020.

The Arbitration Council of India (the Number of Officers and Employees of the Secretariat of the Council and the qualifications, appointment and other terms and conditions of the officers and employees of the Council) Rules 2020.

THER MOUND, SIRSA

A mound in Sirsa could hold clues to the ancient city of ‘Sarishika’. However, before the Archaeological Survey of India (ASI) can confirm the historicity of the site, it has to convince the nearly 50,000 people living on the identified 82 acres to move away from the land.

About:

Sirsa is a city and a municipal council in Sirsa district of Haryana.

Sirsa is believed to be one of the oldest towns located in Haryana, the ancient route leading to Taxila.

Its present name is derived from the ancient name Sarishika, which finds mention in the Mahabharta, Panini's Ashtadhyayi and Buddhist text Divyavadana.

Ancient site of Ther Mound:

The ruins of the ancient Sarishika are presumably buried in this mound.

This extensive site is spread over an area of about five kms in circumference with a maximum height of about 15 meters. 

No archaeological excavations have so far been conducted at this site. According to government, Stone sculptures, coins, an inscription, pottery pieces and other antiquities collected from surface exploration are sufficient to prove its archaeological relevance.

The 1904 Ancient Monuments Preservation Act first declared Sirsa’s ‘Ther Mound’ a protected monument back in 1932

WORLD AIR QUALITY REPORT 2019

The 2019 World Air Quality Report was released by the pollution tracker IQAir and Greenpeace.

Key findings:

India accounts for two-thirds of the world’s most polluted cities — 21 of the most polluted 30 cities; 14 of the highest 20; and 6 of the highest 10.

The ranking is based on a comparison of PM2.5 levels.

Among countries, when population is taken into account, average PM2.5 pollution is highest in Bangladesh, followed by Pakistan, while India is at number 5.

While cities in India, on average, exceed the WHO target for annual PM2.5 exposure by 500%, national air pollution decreased by 20% from 2018 to 2019, with 98% of cities experiencing improvements. These improvements are believed to be largely a result of economic slowdown.

According to it, around 90% of the global population is breathing unsafe air.

The National Green Tribunal (NGT) has ordered the constitution of a joint committee to take water samples from Ulsoor lake to ascertain whether the lake is being polluted owing to illegal activity.

About:

Ulsoor Lake or Halasuru Lake is one of the biggest lakes in Bengaluru.

It is also known as Halasuru Lake. It derives its name from the name of the locality it is situated, namely, Halasuru in Bangalore.

Even though the lake is dated to Kempegowdas' time, the present lake was created by Sir Lewin Bentham Bowring, the then Commissioner of Bangalore.

HENNEGUYA SALMINICOLA

An international team of researchers has found Henneguya salminicola, a multicellular animal with no mitochondrial DNA, making it the only known animal to exist without the need to breathe oxygen.

Background:

One of the common characteristics of all multicellular animals on Earth is mitochondrial respiration—the process by which oxygen is used to generate adenosine triphosphate—the fuel used to power cellular processes. The process takes place in mitochondria.

But now, there is a known exception: Henneguya salminicola.

 H. Salminicola:

salminicola, member of the group Myxozoa, is a microscopic parasite that infects salmon.

In their work, the researchers sequenced the DNA of H. salminicola tissue and found no mitochondrial DNA at all. The researchers suggest they likely steal energy from their host using some type of proteins.

InSight MARS LANDER

NASA published a set of six papers to reveal findings of NASA’s InSight lander mission.

About:

Name: InSight is an acronym for “Interior Exploration using Seismic Investigations, Geodesy and Heat Transport”.

Agencies involved: This mission is part of “NASA's Discovery Program.”

Significance: It is the first mission to study in-depth the "inner space" of Mars: its crust, mantle, and core.

Mission Objectives: InSight won’t be looking for life on Mars. Instead It will study its insides i.e. it seeks to understand the formation and evolution of terrestrial planets through investigation of the interior structure and processes of Mars.

Timeline: The mission successfully landed at Elysium Planitia on Mars in November 2018. 

Key findings:

Trembles: Mars trembles more often than expected, but also more mildly. Mars doesn’t have tectonic plates like Earth, but it does have volcanically active regions that can cause rumbles.

Magnetism: At a Martian site called Homestead hollow, the magnetic signals are 10 times stronger than what was predicted earlier.

Dust devils: It has detected/felt (but hasn’t seen yet) thousands of passing whirlwinds, which are called dust devils when they pick up grit and become visible.

The Government of India (GoI) announced the mega event, RAISE 2020- ‘Responsible AI for Social Empowerment 2020,’ to be held from April 11-12 in New Delhi.

RAISE 2020 is India's first Artificial Intelligence summit to be organized by the Government in partnership with Industry & Academia.

The summit will be a global meeting of minds to exchange ideas to use AI for social empowerment, inclusion and transformation in key areas like Healthcare, Agriculture, Education and Smart Mobility amongst other sectors.

The event will start with a Startup Challenge – Pitchfest followed by the two-day summit, organized by Government of India along with Ministry of Electronics and Information Technology.

Instead of calling COVID-19 spread as pandemic, the World Health Organisation (WHO) has so far been referring only to a COVID-19 “outbreak”, which WHO on January 30 declared was a “Public Health Emergency of International Concern”.

Definitions: While an outbreak is understood to be a sudden rise in the cases of a disease in a particular place, and an epidemic as a large outbreak among a particular population or region, a pandemic, according to the WHO, is “the worldwide spread of a new disease”.

Criteria for Pandemic: While the WHO looks for sustained outbreaks causing a larger-than-expected number of cases on multiple continents, there is no specific number of countries that a disease must touch for WHO to classify it as a pandemic.

Researchers at the International Centre for Genetic Engineering and Biotechnology (ICGEB) are developing a method to improve the growth rate and sugar content of a marine microorganism called Synechococcus sp. PCC 7002.

Synechococcus sp. PCC 7002:

Background: Biofuel production is dependent on the availability of low-cost and sustainable supply of sugars and a nitrogen source.

Cyanobacteria: Some bacteria, such as the cyanobacteria (also known as blue-green algae), too can perform photosynthesis and produce sugar by fixing the carbon dioxide in the atmosphere.
Cyanobacteria are found in both fresh and marine waters.

Benefits: The yield of sugars from cyanobacteria could potentially be much higher than that of land-based crops. Further, unlike plant-based sugars, cyanobacterial biomass provides a nitrogen source in the form of proteins. This could give a boost to the biofuel sector.

Synechococcus sp. PCC 7002: A team from International Centre for Genetic Engineering and Biotechnology have successfully engineered a marine cyanobacterium called Synechococcus sp. PCC 7002 which showed a higher growth rate and sugar (glycogen) content.

Government of India held a Meeting to review the Prime Minister’s Employment Generation Programme (PMEGP), a flagship scheme of the Ministry of MSME.

PMEGP is a credit linked subsidy scheme which promotes self-employment through setting up of micro enterprises, where subsidy up to 35 percent is provided by the Government through Ministry of MSME for loans up to Rs. 25 lakhs in manufacturing and Rs 10 lakhs in service sector.

To give further boost to the scheme, the target in the current year has been increased to support the establishments of 80,000 units.

Union Power Minister dedicated 11 Renewable Energy Management Centers (REMCs) to the nation.

About:

The Renewable Energy Management Centers (REMCs) are equipped with Artificial Intelligence based RE forecasting and scheduling tools and provide greater visualization and enhanced situational awareness to the grid operators.

Government of India had approved the implementation of the REMCs as a Central Scheme and had mandated POWERGRID, a Maharatna CPSE under Ministry of Power as Implementing Agency.

These REMCs are being managed by Power System Operation Corporation of India Ltd. (POSOCO) at Regional and National level and at State level by State Load Despatch Centres (SLDCs).

Presently, 55 GW of Renewable (Solar and Wind) is being monitored through the eleven REMCs.

Union Home Minister inaugurated the National Security Guard (NSG) Regional Hub campus at Kolkata.

This latest NSG complex has become a model regional hub of the NSG, which will help in honing the professional acumen of the NSG commandos and also contribute significantly in capacity building of the first responders, the Police forces of the States.

The area of responsibility of this Hub comprises of West Bengal, Bihar, Jharkhand & the entire North East.

The Kolkata hub is the fourth to have permanent infrastructure after Mumbai, Chennai and Hyderabad. 

National Security Guard (NSG)?

NSG which comprises of Indian Army and CAPFs, has multi-dimensional responsibility of countering terrorist attacks/hijack attempts and also providing proximate security. 

Parent agency: Ministry of Home Affairs (MHA).

Establishment: It was raised in 1984, following Operation Blue Star and the assassination of Indira Gandhi.

Status: It has been formed under the National Security Guard Act, 1986. According to Ministry of Home Affairs website, it is one of the 7 Central Armed Police Forces (CAPF).

Headquarters: New Delhi.

EKAM Fest is being organised by National Handicapped Finance Development Corporation (NHFDC) under M/o Social Justice & Empowerment.

The word Ekam stands for Entrepreneurship, Knowledge, Awareness, Marketing. The word also represents the inclusiveness, oneness and unity.

Ekam Fest aims to promote Craftsmanship & Products of Divyang/Persons with Disabilities (PwDs) Artisans And Entrepreneurs.

The new initiatives of NHFDC will be showcased in the Fest. A few are highlighted below:

NHFDC Swavalamban Kendra (NSK): NHFDC has taken an initiative to establish PwD owned micro skill training Centers throughout the country for skill training of PwDs. These NSKs will have a capacity to provide quality skill training to around 120 PwDs per year NSK.

Safe Cabs in Delhi and Indore: NHFDC has made arrangement with Sakha Cabs where the PwD owned commercial vehicles will be driven by the Women drivers to provide safe taxi option for the women, children and senior citizen commuters. Such Safe cabs are already in operation at New Delhi and Indore Airport.

National Handicapped Finance Development Corporation (NHFDC)?

NHFDC is an Apex corporation under the aegis of Department of Empowerment of Persons with Disabilities (Divyangjan), Ministry of Social Justice & Empowerment and is working since 1997.

It is registered as a company not for profit and provides financial assistance to the Divyangjan/Persons with Disabilities for their economic rehabilitation and provides number of skill development programmes to empower them to grow & sustain their enterprises.

The Minister for Tourism & Culture launched the multilingual Incredible India website.

About:

The Incredible India 2.0 website and mobile app, a digital initiative launched by the Ministry of Tourism, aims to showcase India as a popular tourist destination worldwide.

The website is currently hosted in English and Hindi is now launched in Chinese, Arabic and Spanish to attract tourists from these regions.

In 2019, India witnessed the arrival of more than 10.9 million foreign tourists, of which about 6 lakh people speak Chinese, about 2 lakh speak Arabic, and about 1 lakh 25 thousand speak Spanish.

Foreign Tourist Arrivals (in Million) during 2017, 2018 and 2019 were 10.04, 10.56 and 10.89 (provisional) respectively. Thus there has been no decline in Foreign Tourist Arrivals to India during the last three years.

Tamil Nadu topped the list of States in terms of Foreign Tourist Visits (FTV) during 2018.
