Two Assessment Frameworks, viz. Ease of LivingIndex (EoLI) and Municipal Performance Index (MPI) 2019 have been launched by the Ministry of Housing & Urban Affairs to assess quality of life of citizens in 100 Smart Cities and 14 other Million Plus Cities.
Municipal Performance Index 2019:
Using it, the Ministry will assess the performance of municipalities based on 5 enablers namely Service, Finance, Planning, Technology and Governance.
These 5 enablers have been further divided into 20 sectors which will be evaluated across 100 indicators.
Ease of Living Index 2019:
EoLI 2019 will facilitate the assessment of ease of living of citizens across three pillars: Quality of Life, Economic Ability and Sustainability which are further divided into 14 categories across 50 indicators.

Every year, February 6 is observed as the International Day of Zero Tolerance for Female Genital Mutilation (FGM).
About:
What is it? FGM is the name given to procedures that involve altering or injuring the female genitalia for non-medical or cultural reasons.
WHO classifies four types of FGM:
Type 1 (partial or total removal of the clitoral glans);
Type 2 (partial or total removal of the external and visible parts of the clitoris and the inner folds of the vulva);
Type 3 (infibulation, or narrowing of the vaginal opening through the creation of a covering seal),
Type 4 (picking, piercing, incising, scraping and cauterising the genital area).

Two days of heated exchanges in Parliament have brought back recurring questions around “unparliamentary” speech and conduct.

Article 105(2) of the Constitution lays down that “no Member of Parliament shall be liable to any proceedings in any court in respect of anything said or any vote given by him in Parliament or any committee thereof.”
But MPs do not enjoy the freedom to say whatever they want inside the House. Whatever an MP says is subject to the discipline of the Rules of Parliament.
Rule 380 (“Expunction”) of the Rules of Procedure and Conduct of Business in Lok Sabha says: “If the Speaker is of opinion that words have been used in debate which are defamatory or indecent or unparliamentary or undignified, the Speaker may, while exercising discretion order that such words be expunged from the proceedings of the House.”
Rule 381 says: “The portion of the proceedings of the House so expunged shall be marked by asterisks and an explanatory footnote shall be inserted in the proceedings as follows: ‘Expunged as ordered by the Chair’.”

The Maharashtra government has directed all civic bodies in the state to set up Emergency Response Sanitation Units (ERSUs) to ensure safeguards for sanitation workers who clean manholes and sewers.
About:
The municipal commissioner of the civic body concerned will be the Responsible Sanitation Authority (RSA).
The ERSU should be headed by a senior civic officer and other civic officers should be on the ERSU advisory board to decide the standard operating procedure (SoP) for workers who enter manholes for cleaning purposes.
The civic body will also have to set up a dedicated toll-free number for the ERSU. The unit will impart training to sanitation workers. Only workers trained and certified by an ERSU will be able to clean sewers, but the priority will be on using machines to get such work done.
In case a worker dies while cleaning a sewer, the civic body will have to hold an inquiry and register a police complaint.

Government of India has given clearance to an ambitious gene-mapping project, estimated to be worth Rs 238 crore. The Genome India Project, involve over 20 scientists from institutions including the Indian Institute of Science (IISc) in Bengaluru and a few IITs.

Genome mapping enables scientists to gather evidence if a disease transmitted from the parent to the child is linked to one or more genes.

The new rice variety, Muktoshri — also called IET 21845 — was developed jointly by the Rice Research Station at Chinsurah, coming under West Bengal’s Agriculture Department and the National Botanical Research Institute, Lucknow, over several years.
A gazette notification for the commercial use of Muktoshri was issued by West Bengal last year.

The Supreme Court has reiterated in a judgment that Reservation in promotion in public posts cannot be claimed as a fundamental right.

The court observed that State governments are not bound to provide reservation for appointment in public posts. Even the courts could not issue a mandamus directing the States to provide reservation.
The court said Articles 16 (4) and 16 (4-A) of the Constitution did not confer individuals with a fundamental right to claim reservation in promotion.
The Articles empower the State to make reservation in matters of appointment and promotion in favour of the Scheduled Castes and the Scheduled Tribes only “if in the opinion of the State they are not adequately represented in the services of the State”.

Central Board of Direct Taxes issued clarification on the new provision in Finance Bill 2020.

Central Board of Direct Taxes (CBDT) has said that The Finance Bill, 2020 has proposed that an Indian citizen shall be deemed to be resident in India if he or she is not liable to be taxed in any country or jurisdiction.
It said that the new provision in Finance Bill, 2020 is not intended to include in tax net those Indian citizens who are bonafide workers in other countries. This is an anti-abuse provision since it is noticed that some Indian citizens shift their stay in low or no tax jurisdiction countries to avoid payment of tax in India.

Central Board of Direct Taxes (CBDT) has said that The Finance Bill, 2020 has proposed that an Indian citizen shall be deemed to be resident in India if he or she is not liable to be taxed in any country or jurisdiction.
It said that the new provision in Finance Bill, 2020 is not intended to include in tax net those Indian citizens who are bonafide workers in other countries. This is an anti-abuse provision since it is noticed that some Indian citizens shift their stay in low or no tax jurisdiction countries to avoid payment of tax in India.

He has built multiple art exhibits called Fermentophone – Edible musical instrument made of fermented fruits – to showcase how fermentation can make music.
First, different fruits and veggies are placed in glass jars and fermented. As the fermentation kicks off, the yeast — or bacteria — present in the food chows down on the foods’ sugars, which results in the release of carbon dioxide bubbles. The release of these bubbles creates a tiny sound, which is picked up by underwater microphones.
A computer processes the sounds and, with the help of algorithms plugged in, electronic music is created. Rosenstock said that you can eat these fermented foods, too.

A new study has pinned the cause of the melting of Thwaites Glacier to the presence of warm water at a vital point beneath the glacier.

Thwaites Glacier is an Antarctic glacier flowing into Pine Island Bay, part of the Amundsen Sea.
It is unusually broad and fast glacier with its surface speeds exceeding 2 km/yr near its grounding line.
The grounding line is the place below a glacier at which the ice transitions between resting fully on bedrock and floating on the ocean as an ice shelf.
The location of the line is a pointer to the rate of retreat of a glacier.
Along with Pine Island Glacier, Thwaites Glacier has been described as part of the "weak underbelly" of the West Antarctic Ice Sheet. It is predicted that it will gradually melt, leading to an irreversible collapse over the next 200 to 1000 years.
Significance: Because of its size (1.9 lakh square km), it contains enough water to raise the world sea level by more than half a metre.
Recent study:
A 2019 study had discovered a fast-growing cavity in the glacier sized roughly two-thirds the area of Manhattan. Then last week, the New York University study reported warm water at just two degrees above freezing point at Thwaites’s “grounding zone” or “grounding line”.
When glaciers melt and lose weight, they float off the land where they used to be situated.
When this happens, the grounding line retreats. That exposes more of a glacier’s underside to seawater, increasing the likelihood it will melt faster.
This results in the glacier speeding up, stretching out, and thinning, causing the grounding line to retreat ever further.
