Members of the Ethiopian Health Professionals Movement (#EHPM), in preliminary talks with the Ministry of Health, have laid out four preconditions before entering formal negotiations, including the โrelease of detained colleaguesโ and the reversal of what they described as โpunitive measures taken across hospitalsโ in relation to their ongoing strike.
A member of EHPM, speaking anonymously to Addis Standard, stated the meeting focused on establishing โground rulesโ for future discussions. He noted that โthere was no agreement made with themโ and emphasized that โthe Board wasnโt present at the meeting,โ only a board-approved group. He added that although there was a โwillingness for dialogue from the Ministry of Health,โ the Ministry was โnot ready to solve the actual 12 questions we raisedโ and had โfailed to fulfill the preconditions.โ
According to the source, present at the meeting from the Ministry of Health were Minister Dr. Mekdes Daba, State Ministers Frehiwot Abebe and Dr. Dereje Duguma, among others. Representatives of the EHPM also participated in the discussion, which aimed to explore conditions for potential formal negotiations.
The member also revealed that a separate conversation with the Ethiopian Human Rights Commission (#EHRC) showed some promise. โWe have agreed to some extent with the Commission,โ he said, after the EHRC proposed to โmediate with the Ministry of Health.โ Still, he cautioned that โsuccess hasnโt yet been determined,โ and stated the group would not move forward with negotiations โunless the preconditions are met.โ These include the โimmediate releaseโ of detained health professionals, reversal of disciplinary actions, return of residents to dormitories, and continuation of the โpartial strikeโ without interference.

Why Senior Physicians Must Join the Fight for the Future of Ethiopian Healthcare
The Ethiopian healthcare sector is at a critical crossroads. For weeks now, junior physicians, interns, residents, and general practitionersโhave taken a bold stand through a national strike. Their demands are rooted in basic fairness: better working conditions, dignified compensation, and respect for the profession. But their voices, though powerful, are being held back by one major gap many of the senior physicians have not joined them.
Senior doctors, specialists and consultants, are pillars of the healthcare system. Their absence from the movement is noticeable. Some may feel constrained by the weight of responsibility that comes with their positions. Others may not feel the same level of financial pressure, thanks to more flexible work schedules or opportunities outside public hospitals. There may be many reasons but staying on the sidelines risks far more than anyone may realize.
A few years ago, general practitioners were in high demand and enjoyed a level of professional and financial stability. That changed drastically with the introduction of the "flood and retain" policy. In an effort to expand access to care, medical education was rapidly scaled up. More institutions began training doctors under revised curriculums, and the number of graduates surged. While this increased access, it also diluted job opportunities and bargaining power especially for junior doctors.
Today, GPs find themselves overworked, underpaid, and undervalued.
Now, the same pattern is repeating with specialty training. New residency programs are being launched across the country, sometimes in facilities still building the capacity to support quality education. These programs often rely heavily on attachments to better-equipped teaching hospitals. If this trend continues unchecked, we risk ending up with a system full of overburdened and under-supported specialists professionals who are essential to the system, but stretched thin and undervalued, just like the GPs before them.
This is why senior doctors must act now. What affects junior doctors today will inevitably affect senior ones tomorrow. If the profession becomes saturated without the necessary safeguards for quality and fairness, no one will be immune to its consequences not even those at the top.
This is not just about salaries. Itโs about preserving the integrity of our profession, the quality of care for our patients, and the future of healthcare in Ethiopia. Senior physicians have the voice, experience, and leadership to make a real difference. We are pleading for that leadership now.
History will remember those who stood for the future when it mattered most. Let us not be divided by title or experience. Let us stand together.
