ባለስልጣኑ የነዳጅ ማጣሪያን ጨምሮ የነዳጅ ማጓጓዣ ቱቦ እንዲሁም ለፈሳሽ ተፈጥሮ ጋዝ የነደጅ የመሠረተ ልማት መስፈርት እያዘጋጀ መሆኑን ገልጿል።

በየጊዜው እየጨመረ የመጣውን የህዝብ ፍላጎት መሰረት በማድረግና የውጭ አለም የደረሰቸዉ ደረጃ አንደ አገር እንዲኖር በሚል ከጥር 23፤2016 ዓ.ም. ጀምሮ 3 የነዳጅ መሰረተ ልማት መስፈርት ሲያዘጋጅ መቆየቱንና በቅርቡ ተግባራዊ ይደረጋል ብሏል።

የዋጋ ንረት፤ የGDP እድገት፤ የበጀት ጉድለት እና የሃገር ውስጥ ዕዳ ክፍያ ስልት ላይ አስተያያት ለመስጠት ያህል!

#መንግስት፡- የዋጋ ዕድገት በ2017ዓ/ም ዘንድሮ ካለበት 27.4% ወደ 12% ዝቅ እንደሚል ታሳቢ ተደርጓል!

#አስተያየት፡- በኢትዮጲያ የዋጋ ንረቱ በተለያዩ ምክንያቶች ላለፉት አምስት ዓመታት 2012 (20.3%)፣ 2013 (26.8%)፣ 2014 (33.9%)፣ 2015 (30.5%)፣ 2016 (27.5%) ይህ መረጃ የሚያሳየው የዋጋ ንረቱ ከ2012-2014 በየዓመት ቢያንስ በ6 ከመቶ የመጨመር እና ከ2014-2017 ደግሞ በየዓመቱ በ3 ከመቶ ባልበለጠ የመቀነስ ልምድ ነው ያለው! በዕቅድ ደረጃ በየዓመቱ የዋጋ ንረቱን ወደ ነጠላ አሃዝ ለማውረድ ይታቀዳል!

ነገር ግን ከተሞክሮ እና ከሚገመቱ እድሎች በመነሳት ለቀጣይ 2017 በዓመት ውስጥ ከእጥፍ በላይ የዋጋ ንረቱ ሊቀንስ ይችላል ማለት ከባድ ነው (በርግጥ የዓለም የገንዘብ ድርጅት ትንበያ በቀጣይ ዓመት የዋጋ ንረቱ ወደ 18ከመቶ ዝቅ የማለት እድል ሊኖረው እንደሚችል ይተነብያል!)፡፡

#መንግስት፡- በ2016 በጀት ዓመት የ7.9 በመቶ ዕድገት እንደሚያስመዘግብ ተገምቷል። በ2017 በጀት ዓመት ኢኮኖሚው የ8.4 በመቶ ዕድገት እንደሚያስመዝግብ ተተንብዮአል፡፡

#አስተያየት፡- የዓለም የገንዘብ ድርጅትም ሆነ የአፍሪካ ልማት ባንክ ትንበያ ከ6 እስከ 6.5በመቶ የጠቅላላ ሃገራዊ ምርት መጠን ሊኖር እንደሚችል ያመላክታል! ስለዚህ ተጨማሪ የመንግስት የወጪ መጠን መጨመር አገራዊ ምርትን ማሳደጉ ስለማይቀር እስከ 7 ከመቶ የጠቅላላ ሃገራዊ ምርት መጠን (GDP) እድገት ሊመጣ ይችላል፡፡ መሰረታዊው ነጥብ GDP የሚጨምረው ከመንግስት ወጪ መጠን ከመነሳት ይልቅ የዜጎች የመሸመት አቅም መሻሻል (Consumption) እና የግል ዘርፉ የማልማት አቅም ማደግን (Investment) ተከትሎ መሆኑን ማረጋገጥ ተገቢ ነው፡፡

#መንግስት፡- የበጀት ጉድለቱ ከአጠቃላይ የሀገር ውስጥ ምርት ያለው ድርሻ 2.1 በመቶ ነው፡፡

#አስተያየት፡- በ2017 በጀት ዓመት ጠቅላላ የፌዴራል መንግሥት ገቢ የውጭ ርዳታን ጨምሮ ብር 612.7 ቢሊዮን እንደሚሆን ተግምቷል! ስለዚህ ሊያወጣ ካቀደው 971 ቢሊየን ብር መካከል የ358.5 ቢሊዮን ብር ያልተጣራ የበጀት ጉድለት ታይቷል። የኢትዮጲያ GDP መጠን የመጨረሻ የዓለም የገንዘብ ድርጅት ትንበያ ብንመለከት 205 ቢሊየን ዶላር (11 ትሪሊየን ብር) ቢሆን 358 ቢሊየን ብር/11ትሪሊየን ብር 3 ከመቶ የበጀት ጉድለት ይኖረዋል! ይህ ቁጥር መጥፎ የሚባል አይደለም!

#መንግስት፡- ለመደበኛ ወጪ ከተደለደለው በጀት ለዕዳ ክፍያ የተያዘው በጀት ብር 139.3 ቢሊየን ብር:: ለዕዳ ክፍያ ከተያዘው በጀት ውስጥ 54.8 በመቶ ለሀገር ውስጥ ዕዳ ክፍያ እንዲሁም ቀሪ 45.2 በመቶ ደግሞ ለውጭ ሀገር ዕዳ ክፍያ የሚውል ነው።

#አስተያየት፡- ይህ ኢኮኖሚ ሌላ ስልት ካላዘጋጀ በስተቀር ያለበትን የበጀት ጉድለት ለመሙላት ያቀደው የመንግስት የግምጃ ቤት ሰነድ በመሸጥ እና የመካከለኛ ረጅም ጊዜ ቦንድ ለሽያጭ በማቅረብ ነው! ነገር ግን የሃገር ውስጥ እዳን ለማቃለል እየሞከረ ተጨማሪ ሰፊ የብር መጠን ለመበደር እያሰብ መሆኑ ወደ ፊት ተንከባላይ የሀገር ውስጥ እዳን እንዳያከማች የሚያሰጋ ነው!
