Research and Reporting Senior Officer
Position Title: Research and Reporting Senior Officer
Department: Monitoring, Evaluation, Accountability, and Learning (MEAL)
Reporting to: MEAL Team Leader
Location: Aleppo
Starting Date: 1st August 2025
Duration of the contract: till 31st December 2025
Purpose of the Role
The Research & Reporting Senior Officer is a specialized position within the MEAL Department that directly reports to the MEAL Manager. This role focuses on the development and oversight of all Performance Indicator Reference Sheets (PIRS), contributes to outcome-level progress tracking and evaluations across all sectors, and leads research and assessments. S/he also plays an advisory role to MEAL colleagues on the quality and consistency of reporting and supports the MEAL Manager in delegated strategic and analytical tasks.
Key Responsibilities
A. Indicator Design, PIRS Development, and Outcome Monitoring
• Lead the development, review, and harmonization of Performance Indicator Reference Sheets (PIRS) across all projects and sectors.
• Ensure that indicators are well-defined, measurable, and aligned with donor requirements, logframes, and program outcomes.
• Guide MEAL colleagues and program teams in understanding and applying PIRS accurately in data collection and reporting.
• Monitor outcome-level indicator trends and progress, providing regular analytical summaries to inform adaptive programming and measure impact.
B. Research, Assessments, and Evaluation Support
• Take the lead in planning, designing, and managing research studies, context-specific assessments, and evaluations not directly tied to ongoing implementation (e.g., needs assessments, thematic studies, sectoral analyses).
• Oversee the full cycle of such studies, including methodology design, tool development, sampling strategy, implementation oversight, and reporting.
• Ensure that research activities are technically sound, participatory, ethical, and aligned with organizational learning objectives.
• Liaise with external consultants or TPMs where needed, ensuring quality deliverables and data use.
C. Reporting and Advisory Role
• Support the drafting and quality review of MEAL-related reports, including assessment reports, evaluation reports, learning briefs, and evidence summaries.
• Provide guidance and capacity strengthening to MEAL colleagues on improving the quality, clarity, and usefulness of MEAL documentation and reporting.
• Standardize MEAL reporting templates and support their consistent use across the department.
D. Data Analysis and Strategic MEAL Inputs
• Analyze and summarize MEAL data related to outcome indicators, beneficiary trends, and evaluation findings for internal and external use, this includes dashboards and participating in donor reports.
• Ensure that MEAL data is presented in a clear, user-friendly format (tables, visuals, dashboards) and contributes to management and strategic decisions.
• Provide inputs to concept notes and proposals, including indicator selection, MEL frameworks, and PIRS design.
• Ensuring that assessments, research and other resources well-used for all relevant concept notes and proposals.
E. MEAL Management and Support
• Support the MEAL Manager in specific delegated tasks, including cross-departmental coordination, donor report reviews, and representation in internal or external meetings.
• Contribute to team learning, innovation, and process improvement within the MEAL department.
• Maintain oversight of MEAL document management, ensuring that final versions of PIRS, tools, and reports are archived and accessible.
Qualifications and Experience
Essential:
• University degree in Monitoring & Evaluation, Statistics, Development Studies, Public Policy, or related field.

• Minimum 4 years of MEAL experience, with at least 1-2 years in a technical role.
• Strong knowledge of MEAL frameworks, tools, and approaches (e.g. logframe, PDMs, baselines, evaluations).
• Proven skills in data quality assurance, analysis, and preparing well-structured and designed reports.
• Experience in designing data collection tools, conducting statistical sampling, and writing MEAL reports.
• Excellent communication and coordination skills.
• Good command of English and Arabic (C2) with high writing skills.
• Understanding of MEAL principles, humanitarian standards, and data quality protocols.
• Commitment to the organization’s Code of Conduct and core values.
• Good skills in GIS applications, e.g. QGIS.
• Strong skills on data analysis and statistic applications (e.g. SPSS and R Studio)
Preferred:
• Master degree or post-graduate diploma in social sciences, education, statistics, or a related field.
• Experience working with humanitarian or development programs, preferably in Syria or similar contexts.
• Experience in managing teams and building staff capacity.
• Prior experience with donor reporting (e.g., ECHO, BHA, UNICEF, etc.).
• Knowledge of the local geographic and cultural context.
• Familiarity with evaluation standards and accountability frameworks (CHS, Sphere).
