And to the proud people of Lebanon,

Greetings,

In the spirit of national understanding, protection of sovereignty, and preservation of Lebanon’s security and stability, and as part of its commitment to strengthening and supporting a unified Lebanese stance against the ongoing Zionist aggression, violations, and breaches of the ceasefire agreement, which was reached through the mediation of U.S. envoy Amos Hochstein after indirect negotiations between the State of Lebanon and the Zionist entity, Hezbollah wishes to express to you, esteemed leaders, and through you to our beloved people, its vision regarding the current situation and the necessary national position that we uphold as the only effective means to safeguard Lebanon's interests during this critical phase facing our region and the world.

The ceasefire declaration of November 27, 2024, which was agreed upon to halt the Zionist aggression against Lebanon, constituted, according to all parties involved, an executive mechanism for UN Security Council Resolution 1701, issued in 2006. The resolution defined the operational area as limited to south of the Litani River, stipulating that this zone be cleared of weapons and armed groups, and that the Israeli enemy withdraw behind the well-known Blue Line.

The preamble of the ceasefire declaration stated that its provisions serve as steps toward implementing Resolution 1701. Article 1 of the declaration reads:

"Israel and Lebanon shall implement a cessation of hostilities as of 4:00 a.m. Wednesday, November 27, 2024, in accordance with the commitments detailed below."

Article 2 adds:

"As of 4:00 a.m. Wednesday, November 27, 2024, and thereafter, the Government of Lebanon shall prevent Hezbollah and all other armed groups operating within Lebanese territory from carrying out any operations against Israel, and Israel shall refrain from conducting any offensive military operations against Lebanese territory, including civilian or military targets, or any other state-affiliated targets, by land, air, or sea."

The declaration continued with further provisions up to Article 13.

Despite Hezbollah and Lebanon's strict and consistent compliance with the ceasefire since its very announcement, the Zionist enemy has continued its violations by land, sea, and air, disregarding all calls to cease its hostile acts. Instead of restraint, the enemy responded to these calls with blackmail, conditions, and threats, persisting in its attempt to subjugate Lebanon, humiliate its state, people, and army, and drag the country into political concessions serving the enemy’s interests, including coerced recognition of its control over occupied Palestinian lands.

While the government's hasty decision to emphasize "exclusive state control over weapons" was portrayed by some as a gesture of goodwill toward the enemy, the Zionists exploited this strategic misstep to impose the disarmament of the Resistance across all of Lebanon as a precondition to halting their hostilities, a demand that was never stipulated in the ceasefire declaration and can neither be accepted nor imposed.

The issue of arms sovereignty is not to be addressed in response to foreign pressure or Israeli extortion, but rather within a national framework, through consensus on a comprehensive defense and security strategy that safeguards Lebanon’s sovereignty. Let it be clear to all Lebanese that the Israeli enemy does not target Hezbollah alone, it targets Lebanon as a whole, seeking to strip it of any capacity to reject Israeli dictates and to force submission to its political and economic interests in Lebanon and the region.

What is required, therefore, is a united national stand, one that commands respect for our country and people while defending Lebanon's sovereignty and dignity.

Falling into the trap of new negotiations would only serve the Israeli enemy, which always takes without giving, never honoring its commitments. With such a predatory adversary, backed by American tyranny, there can be no room for maneuver or pretense.

Lebanon's immediate and rightful concern is to enforce the ceasefire as stipulated, and to pressure the Zionist enemy to comply, not to yield to blackmail or enter into any political negotiations with it. Any such move would undermine Lebanon's national interests and expose the state to existential risks threatening its very sovereignty and identity.

Finally, as a founding component of the Lebanese nation, a homeland we have committed to as final and indivisible, we reaffirm our legitimate right to resist occupation and aggression, standing alongside our army and people to defend our sovereignty. Legitimate defense does not fall under the rubric of "war or peace decisions"; it is a duty in response to an enemy that imposes war and continues its aggression in an attempt to subjugate our state.

Based on this vision, we engage with current developments by reaffirming that now is the time for unity; to halt violations and Zionist aggression, to confront looming security and existential threats, and to protect our homeland. We hold in the highest regard the patience and resilience of our steadfast people, who endure hardship and aggression with us for the sake of preserving national sovereignty and dignity. To them, we pledge to remain where honor, pride, and righteousness reside, defending our land, our people, and the future of coming generations.
