በባለስልጣናት፣ ውሳኔ ሰጪ አካላት፣ ፖለቲከኞች፣ የቢዝነስ ሰዎች... ወዘተ የሚጋሩ መረጃዎች ትክክለኛ የሆኑ፣ ወቅትን የጠበቁ እንዲሁም ሊያደርሱ የሚችሉትን spill over effeft ያገናዘቡ ሊሆን ይገባል... በተለይ መረጃ ለህዝብ ለማድረስ ተብለው የተቋቋሙ እንደ ኮሚኒኬሽን ሚኒስቴር ያሉ ተቋማት ይህን ሊተገብሩ ይገባል።
