🔅Mining Sector Registers Record Production in FY 2023-24

Context:

♻️There has been a significant growth in the production of key minerals and aluminium.

♻️Details:

The index of mineral production for March 2024 was 156.1, which is 1.2% higher as compared to the level in March 2023.

The index for the entire FY 2023-24 has increased by 7.5% over FY 2022-23.

Some of the non-fuel minerals showing positive growth during March 2024 as compared to the corresponding month of the previous year are Copper Concentrate, Gold, Manganese Ore, Diamond, Graphite, Kyanite, Sillimanite, Limeshell, Limestone, Magnesite, etc.

Iron ore and Limestone: Iron ore and limestone together account for about 80% of the total MCDR mineral production by value.
Production of these key minerals in the country has exhibited high growth in FY 2023-24 as per provisional figures.

The production of iron ore stands at a record 277 million metric tons (MMT) in FY 2023-24.
Limestone production is also at a record high of 450 MMT in FY 2023-24.

Aluminium: Primary aluminium production increased from 40.73 lakh tons (LT) in FY 2022-23 to 41.59 LT during FY 2023-24, at a 2.1% growth rate.

♻️Significance:

India is the 2nd largest Aluminium producer, 3rd largest lime producer and 4th largest iron ore producer in the world.

Healthy growth in the production of iron ore and limestone in FY 2023-24 reflects the robust demand conditions in the user industries viz. steel and cement.

Coupled with the high growth in Aluminium, these growth trends point towards strong economic activity in user sectors such as energy, infrastructure, construction, automotive and machinery.

♻️Context: The Election Commission of India (ECI) has invited 75 international visitors from Election Management Bodies (EMBs) of 23 countries to witness the unfolding of the world’s largest elections. Through the Election Visitors’ Programme (IEVP), the ECI aims to showcase its commitment to electoral integrity and transparency, providing a platform for global EMBs to observe democratic excellence in action during the ongoing Lok Sabha Elections 2024.



♻️Scale of Participation

The IEVP will see the participation of 75 delegates representing EMBs and organizations from 23 countries, including Bhutan, Mongolia, Australia, and others.
Members from the International Foundation for Electoral Systems (IFES) and media teams from Bhutan and Israel will also be present.


♻️Objectives of the Programme

The programme, commencing on May 4th, aims to familiarize foreign EMBs with India’s electoral system and best practices.

Key officials including Chief Election Commissioner Shri Rajiv Kumar and others will address the delegates on May 5th, providing insights into India’s electoral processes.


♻️Observational Visits

Delegates will visit six states—Maharashtra, Goa, Gujarat, Karnataka, Madhya Pradesh, and Uttar Pradesh—in small groups to observe polls and related preparedness across various constituencies.

These visits will provide firsthand experience and insights into the conduct of elections in diverse socio-political contexts.

The event highlighted the significant role of women in driving progress on the Sustainable Development Goals (SDGs) through grassroots governance.

Three iconic women Panchayat leaders – Smt. Supriya Das Datta, Smt. Kunuku Hema Kumari, and Smt. Neeru Yadav – shared their groundbreaking work in empowering women and girls.

Their initiatives encompassed various thematic areas including combating child marriage, promoting education, financial inclusion, livelihood opportunities, environmental sustainability, and sports.


♻️Event Highlights

The Side Event was jointly organized by the Permanent Mission of India to the United Nations, the Ministry of Panchayati Raj, and the United Nations Population Fund (UNFPA) as part of the CPD57 session.

The interactive presentations by the EWRs showcased the transformative power of grassroots leadership in advancing the localization of SDGs.

The Election Commission of India (ECI) inaugurated the IEVP in New Delhi with 75 delegates from 23 countries.

Context:

♻️4th Session of India-Ghana Joint Trade Committee held in Accra.

♻️Details:

In the meeting, both sides undertook a detailed review of recent developments in bilateral trade and investment ties and acknowledged the vast untapped potential for further expansion.

Both sides agreed to work expeditiously towards the operationalisation of the Unified Payment Interface (UPI) of the National Payments Corporation of India (NPCI) on Ghana’s Ghana Interbank Payment and Settlement Systems (GHIPSS) within 6 months.

Both sides delved into discussions regarding the possibilities of a Memorandum of Understanding (MoU) on Digital transformation Solutions; and Local Currency Settlement System and also deliberated on the opportunities offered by the African Continental Free Trade Agreement (AfCFTA).

Both sides identified several areas of focus for enhancing bilateral trade and mutually beneficial investments.

The areas include pharmaceuticals, healthcare, information and communication technology, agriculture and food processing, renewable energy, power sector, digital economy and digital infrastructure, critical minerals, textiles and garments, etc.
India – Ghana Relations:

Ghana is an important trading partner of India in the African region.

Bilateral trade between India and Ghana stood at USD 2.87 billion in 2022-23.

India is a leading investor in Ghana and emerged as the third-largest investor.

These investments traverse diverse sectors, encompassing pharmaceuticals, construction, manufacturing, trade services, agriculture, tourism, and more.

♻️Maiden visit of Jordan Armed Forces Training Delegation to SNC and INA.

♻️Details:

A three-member Jordan Armed Forces (JAF) training delegation visited Southern Naval Command, Kochi and Indian Naval Academy, Ezhimala from 29 Apr to 04 May 2024.

The maiden visit was aimed at military training exchanges as decided during the second consultative meeting on defence cooperation between the two countries in Mar 2023.

The delegation visited various training facilities in the professional training schools of SNC, Kochi.

Salient aspects included familiarisation with simulators, professional interactions and demonstration of VBSS & Diving Ops.

A guided tour of the indigenous aircraft carrier INS Vikrant and ship repair facilities at Cochin Shipyard Ltd was also conducted.

At INA, the delegation shared insights on training methodologies, leadership strategies and operational experiences.

They were provided an insight into the state-of-the-art training facilities of the Academy and held discussions on best practices.

The visit of the Jordan Armed Forces Training Delegation marks a significant step towards deepening cooperation between the Indian Navy and the Jordan Armed Forces under the larger ambit of defence cooperation between the two countries.

♻️Context:

Union Finance Minister Smt. Nirmala Sitharaman administered the Oath of Office to Justice (Retd.) Sanjaya Kumar Mishra as the first President of the GST Appellate Tribunal.

♻️GST Appellate Tribunal (GSTAT):

Justice Mishra’s appointment marks the beginning of the operationalisation of the GSTAT, a crucial body for resolving GST-related disputes.

The GSTAT is the Appellate Authority established under the Central Goods and Services Tax Act, 2017, to hear various appeals under the said Act and the respective State/Union Territories GST Acts against the orders of the first appellate authority.

It consists of a Principal Bench and various State Benches.

As per the approval of the GST Council, the Government has notified the Principal Bench, to be located in New Delhi, and 31 State Benches at various locations across the country.

The process for appointment of Judicial Members and Technical Members is already in progress.

♻️Significance:

The Tribunal will ensure swift, fair, judicious and effective resolution to GST disputes, besides significantly reducing the burden on higher courts.

The establishment of the GSTAT would further enhance the effectiveness of the GST system in India and foster a more transparent and efficient tax environment in the country.

The meeting appreciated the integration of the e-HRMS platform with iGOT Karmayogi which will enable role-based governance by enabling deployment of officers based on their competencies and capabilities.

The Board also appreciated the collaboration with NITI for States platform, emphasizing the importance of SAMARTH-curated programs in driving block-level and district-level capacity-building initiatives.

The launch of courses on the three new criminal laws passed by the parliament- Bharatiya Nyaya Sanhita, 2023; the Bharatiya Nagarik Suraksha Sanhita, 2023; and the Bharatiya Sakshya Adhiniyam, 2023, and the Digital Personal Data Protection Act were commended.

The Board also appreciated the Jan Karmayogi initiative aimed at empowering field officials in effectively implementing key development programs.

Gyaan Karmayogi on iGOT, serving as a comprehensive knowledge repository for civil servants, was noted as a welcome addition to the platform.

♻️About Meditech Stackathon:

The MEDITECH STACKATHON is designed to catalyse transformative change within India’s burgeoning MedTech sector by undertaking a comprehensive value chain analysis of select medical devices.

Through close consultation with industry leaders, policymakers and experts, the STACKATHON aims to address critical challenges, foster domestic manufacturing, and reduce import dependence, positioning India as a global leader in medical technology.

Through the STACKATHON, participants will delve into the complexities of different product segments within the medical devices industry to gain insights into their unique challenges and opportunities, and analyse and map value chains across various segments of the medical devices industry to identify key stakeholders, processes, and dependencies, identify critical issues hindering the development of the medical devices industry, such as import dependence, regulatory hurdles, and technological gaps.

The STACKATHON would deliberate in eight focused groups which are:
Cancer Therapy, Imaging, Critical Care, Assistive Medical Devices, Body Implants, Surgical instruments and Hospital Equipment, Consumables & Disposables, and IVD Instruments and reagents.
Each focus group is tasked with specific objectives such as segment-wise identification of important medical devices, assessment of import-export dynamics, examination of duty structures, and their implications across the entire value chain.

♻️Medtech Industry in India:

The industry is estimated to grow at a rate of 28% annually, reaching a size of USD 50 billion by 2030.
India is the fourth-largest market for medical devices in Asia and among the top 20 globally.

Net imports for 2022-23 stands at USD 4101 Million with an import coverage ratio of 0.45.

♻️About the Border Roads Organisation (BRO):

May 7 is the Raising Day of the Border Roads Organisation (BRO).
Raised with just two projects in 1960 – Project Tusker (now Vartak) in the East and Project Beacon in the North, the BRO has become a vibrant organisation with 18 projects operating in 11 States and three Union Territories.

It has established its credentials as the leading infrastructure construction agency in high-altitude and difficult snow-bound areas.

The BRO executes road construction and maintenance works at altitudes ranging from 9,000 ft up to 19,000 ft along the Northern and Western frontiers, primarily to meet the strategic requirements of the Armed Forces.

It recently constructed the Sela Tunnel in Arunachal Pradesh on Balipara-Chardwar-Tawang Road.

♻️Upcoming project of the BRO:

Shinkun La Tunnel
4.10-km long
Once completed, this tunnel will become the world’s highest tunnel at 15,800 ft bypassing Mila Tunnel in China at 15,590 ft.

🔅 Joint Group of Customs (JGC) Meeting between India and Bhutan

♻️Context:

The 5th Joint Group of Customs (JGC) meeting between India and Bhutan was held on 6th-7th May 2024 in Leh, Ladakh.

♻️Details:

Issues discussed in the meeting included the opening of new Land Customs Stations and notifying new trade routes, development of infrastructure, automation and digitisation of transit processes, prevention of smuggling, coordinated cross-border management, pre-arrival exchange of Customs data, bilateral agreement on Customs cooperation and movement of transit cargo under electronic cargo system among others.

The India-Bhutan Joint Group of Customs meetings are held annually to discuss issues relating to re-defining and re-engineering of customs procedures and promote customs cooperation and cross-border trade facilitation with alignment to global best practices.
These meetings play a vital role in enhancing connectivity and developing trade infrastructure for smooth customs clearance at land borders.

There are 10 Land Customs Stations along the India-Bhutan Border in the States of West Bengal (6) and Assam (4).

Trade with Bhutan through the land Customs Stations is significant as Bhutan is a land-locked country.

♻️India – Bhutan Relations:

India is Bhutan’s top trade partner both as an import source and as an export destination.

Since 2014, India’s trade with Bhutan has more than tripled from $484 million in 2014-15 to $1,615 million in 2022-23, accounting for about 80% of Bhutan’s overall trade.

♻️About Thalassemia:

Thalassemia is an inherited disorder marked by diminished levels of haemoglobin, the protein responsible for carrying oxygen, and a reduced count of red blood cells compared to the norm.

While carriers of the thalassemia gene may lead normal lives, those with thalassemia major must undergo repeated transfusion and have increased susceptibility to various infections, hepatomegaly splenomegaly, bone issues and other health complications, including organ failure.

People affected by thalassemia may suffer from dizziness, shortness of breath, fast heartbeat, headache, leg cramps, pale skin and difficulty concentrating

Sixteenth Finance Commission (XVIFC) invites suggestions/views from the general public, institutions and organisations on issues related to its terms of reference.

♻️Details:

The Sixteenth Finance Commission
has been constituted in pursuance of the provisions of the Constitution of India by the President with Dr. Arvind Panagariya as Chairman on 31 December 2023.

The Commission is required to make recommendations
covering a period of five years starting 1st April 2026 as to the following matters:

The distribution between the Union and the States of the net proceeds of taxes which are to be, or maybe, divided between them under Chapter I, Part XII of the Constitution and the allocation between the States of the respective shares of such proceeds.

The principles which should govern the grants-in-aid of the revenues of the States out of the Consolidated Fund of India and the sums to be paid to the States by way of grants-in-aid of their revenues under Article 275 of the Constitution for purposes other than those specified in the provisos to clause (1) of that article.

The measures needed to augment the Consolidated Fund of a State to supplement the resources of the Panchayats and Municipalities in the State based on the recommendations made by the Finance Commission of the State.

The Commission is also mandated to review the present arrangements on financing Disaster Management initiatives.

♻️Rafi Ahmad Kidwai

The National Archives of India (NAI) has acquired the private paper collection of the Late Shri Rafi Ahmad Kidwai, comprising original correspondences of Shri Kidwai with other eminent leaders like Pt. Nehru, Sardar Patel, Shyama Prasad Mukherjee, P.D. Tandon, etc.

Shri Kidwai was involved in the Khilafat and Non-cooperation movements and was private secretary to Motilal Nehru.

He held significant positions in the Congress Legislative Assembly and the United Provinces Congress Committee.

After independence, he became India’s first Minister for Communications in Jawaharlal Nehru’s cabinet.

Later, he also took charge of the food and agriculture ministry.

♻️Parivartan Chintan – Il, a two-day conference on jointness & integration of Armed Forces, was held on 9-10 May.
