Do you believe that they died because it was the first time encountering a special titan?

I got a little emotional in EP 12 of the second part of the last season.
I could be wrong about the direction of the story that is developing but I was quite moved by that part where they are drinking together with those people who lost everything because of the wars, And then I remembered a lot of news especially that has been happening recently about the wars in the Middle East etc. that many people have to pay for because of a bunch of grown men sitting in their chairs eating and living the best while innocent lives, children, teenagers, people with dreams and plans... What is your opinion? Do you think Eren's plan was right?

Cadet's weren't trained to kill titans until Wall Maria fell
It's my theory that since only the top 10 go to the MP’s, and the Survey Core got very little recruits, then the rest go to the Garrison (Where they’re expected to maintain the wall, guard the entrances, and generally chill) it doesn't make sense that they were trained to kill titans.
So if almost 80% of your people are going to the Garrison, why on earth would they focus on killing titans so much in training? In the training montages they're always practicing with ODM, Titan dummies, and skills that are much more suited to the Survey Core than any other faction. That’s a crazy expensive if none of them are ever expected to use any of it. We don't really see the MP's or the Garrison even use these skills.
I believe that until Wall Maria fell, it was mostly Garrison based, and the best of them went to the MP, and the real crazies when to the Survey Core. That’s why the death rate for the SC was so high, because they were never really trained against killing titans. So only the talented or crazy lucky people could survive the SC.
When Maria fell and the threat of titans became very real, training camps got an overhaul and started focusing on actully training people to kill titans. (Maybe why Shadis was also the best fit for the job, as he had actual experience with titans) And why the 104th seems like an especially gifted bunch. (I understand Trost kinda culled them early, but still)
This is just something I've been thinking about since I rewatched season one, and thought on why their training really only seemed to be used in the context of the SC.
