They call this “pleasure management,” which means helping people use more mindfully, creating safer spaces, tailoring messages to different communities, and supporting services like drug checking. Evidence from clinics, nightlife, and community projects shows that when people are treated with dignity and given tools to balance enjoyment with safety, overdoses drop, health improves, and governments spend less.
