Hello, my name is Ashley Duff and I’m from Washington County, Pennsylvania.
Just five months ago my county suffered a debilitating cyberattack. Foreign cyber criminals were able to seize control of our entire county network and effectively paralyze ALL of the county’s operations – ALL of the county computers that operated the various departments within county government. In order to restore those operations, our county was forced to deliver a ransomware payment of nearly $350,000 to Russian hackers. Only after receiving this payment would the foreign cyber criminals agree to give a decryption key to unlock the servers.
That same month, FBI Director Christopher Wray warned of the alarming hacking threat being posed by our foreign adversary, China. He testified before a House committee that hackers in China are focusing on American infrastructure and preparing to "wreak havoc and cause real-world harm to American citizens and communities." He later warned while speaking at Vanderbilt University on April 18th, that the risks China poses to U.S. national and economic security are “upon us now”—and that U.S. critical infrastructure is a prime target. [And in case you are unaware, in January 2017 the Department of Homeland Security (DHS) designated the election infrastructure used in federal elections as a component of U.S. critical infrastructure. So we’re talking election equipment here…]
Director Wray continued by saying, “The PRC [People’s Republic of China] has made it clear that it considers every sector that makes our society run as fair game in its bid to dominate on the world stage, and that its plan is to land low blows against civilian infrastructure to try to induce panic and break America’s will to resist.”
We are naïve to think that our adversaries are not salivating at the thought of causing chaos and confusion by subverting the American presidential election this November.
In light of my county’s cyberattack and the ominous warning of the FBI director, I speak personally when I say, that we do not have trust and faith in election computers and the outcomes they produce.
Citizens across this magnificent commonwealth, and specifically residents of Washington County, are imploring our leaders to re-count the ballots BY HAND in the 2 weeks following the election this November. All of us standing here today, along with scores of others have committed to volunteering in assisting our counties complete this important effort in a timely and efficient manner.
Many counties across the United States are already conducting hand re-counts and we would be reckless to not take this extra precautionary step to give Pennsylvania voters assurance in the outcome of our elections.

I have been a Poll Worker since 2021. My precinct is in a conservative area of the county.
Our numbers are as follows:
- We have a total of 1,761 Registered Voters.
- For the Primary in April 2024 we had a 26.58% overall voter turnout.
- Democrat Voters: 36.5%
- Republican Voters: 28.02%
- On Election Day we had
- 286 in-person votes
- 181 mail in votes
- 1 provisional vote
My concern is to share my experience as a Poll Worker. Many that came into vote had their ID’s out insisting we check their ID. We had to state that PA does not require Voter ID.. the voter shared with the election clerks that they show a valid ID to enter their place of employment, go to cash a check at the bank, reserve a rental car, check in for a hotel room. All of us realize we use our ID’s
everyday. In addition over 90% of the voters did not trust putting their ballot into the scanner. Voters fill out the paper ballot and then have to enter it into the scanner. I was asked many times how do I find out if my vote counted? The sad truth is many of our voters recognize that their vote is not secure.
In addition, we had an initiative with a petition for the voters to sign to request for a forensic audit of our 2020 election. Beaver had over 1100 signatures over several days. The Forensic Audit never happened. We then tried to have a question added to our ballot, “Let the Voices of our county decide if they want to continue using electronic voting machines.” We never were able to have this
question added to our ballot. This needs to change.

Let me tell you a little story about Northampton County, a nice place in Pennsylvania that has Jim Thorpe and Easton as it’s notable towns, and located due east of New York by about 90 minutes. It borders Allentown.
Northampton, along with nearby Cumberland and Pennsylvania’s largest county, Philadelphia, all purchased the ES&S ExpressVote XL in 2019, just in time for the 2020 election.
The ExpressVote XL seems like a wonderful concept – an integrated touchscreen that prints voter’s choices on a card rather than the voter marking their choices on pre-printed ballot. Meaning, you never run out of ballots as ballots are custom printed for each voter. So far, so good.
After the voter reviews their ballot selections on the card through a Plexiglas window, the ‘never touched by human hands ballot’ is moved over a built-in scanner and counted. A perfect tabulation process.
On the surface it seems terrific and anyone might assume this high-tech system is great.
HOWEVER…. The ExpressVote XL never reads the card’s printed candidate names. The selections that you see that you have voted for, are never ever counted. The system instead reads a barcode that is unrelated to the Name that you see and review. You can never know what the ExpressVote XL is actually counting.
THE REVIEW IS A SHAM.
HOW DO WE KNOW? How can I possibly make such a claim?
It happened in lovely Northampton County, located next to Allentown.
November 7, 2023, is a date that is marked in red by both ES&S and all counties using this system.
Polling places that day opened as usual, voters lined up and started to vote. Until someone noticed that the Judges they were choosing on the touchscreen were not being printed correctly on the card, their printed ballots were the OPPOSITE of what they chose. If you voted for Mary, it printed Joe.
MAYHEM ENSUED ALL ACROSS NORTHAMPTON. Polling places closed, voters went home or off to work. Disenfranchisement happened.
Later that morning in a frantic communication, the county said to use the machines as they are. The selections PRINTED on the cards were wrong, but the BARCODES were right.
I REPEAT: THE BARCODES WERE RIGHT, BUT WHAT YOU COULD SEE WITH YOUR OWN EYES WAS WRONG.
TRUST US they said, THE SYSTEM IS COUNTING PROPERLY
What would happen if it was reversed, IF the barcodes wrong, but the words were right? Well, that COULD be the Perfect Crime!! No one would ever know.
LISTEN CAREFULLY TO WHAT I AM TELLING YOU!
THE CANDIDATE NAMES THAT YOU READ ARE UNRELATED TO THE VOTE THAT IS COUNTED!!! YOU CAN NEVER EVER KNOW IF YOUR VOTE WAS CAST AS YOU INTENDED.
AND these are the machines used in Philadelphia – our largest county - voters CAN NOT VERIFY THEIR VOTE.
My Cumberland County has the same issue. And had similar issues in November 2023 – but they deleted the Judges names from the ballot to avoid the confusion of Northampton.
How did this problem happen? An un-accountable, un-regulated, no-penalty organization manages these configurations, and if they code them wrong, there is ZERO Penalty, Zero Cost, Zero jail time, no matter the harm done to our citizens and our government.
IS it just me saying this??? NO it is not. Here are what the Northumberland Democrat and Republican Parties said in their March 11 letter to the Pennsylvania Senate State Government Committee, and I quote:
“Voter verification of the ballot from the ES&S Express Vote XL is impossible.”
This is why it is critical to return to systems that are completely verifiable, and can be cleanly audited.
We counted by hand just a decade or two back. A dozen or more counties in PA STILL count by hand. Our population has not grown. We can count by hand again – quickly, efficiently and accurately. We can simply remove the cause of known failures. And that is what will be demonstrated later today. I hope you will attend.

First and foremost, I want all who are listening, recording and taking notes to know that I want every legal persons vote to count. As afforded by our constitution, every American citizen has the right to cast a ballot. I do not want any American’s vote to be taken away.
I want to thank all election officials and poll workers who work tirelessly to perform the functions to run our elections, it is a monumental task and is much appreciated. I want to thank county councils and commissioners, as their job is on the front lines with the people and they must ensure that all concerns are appropriated fairly. In the examples that I am about to give concerning elections, I am not condemning my county, my council, or my election officials, I am merely stating historical, public accounts of election issues.
Here are some of the headlines pertinent to Luzerne County elections:
June 2018, The Runbeck Agilis Ballot Sorter, which Luzerne County utilizes, comes with two network devices installed, the company is quoted saying the following, “This is available for you to configure in any way you need, it is the gateway to your network and the outside world; Customers provide us with a VPN or RDP to provide us remote access”.
February 2019, “Pennsylvania Auditor General Reports 18 Counties Accepting Gifts from Voting Equipment Vendors”. In Luzerne, even though we now contract with Doninion, when the companies were vying for our business, ES&S provided the election director with travel vouchers in March and August of 2017 for a total of $2,492.77.
September 2020, Luzerne County Contractor Throws Trump Mail-in Ballots in Trash”.
October 2020, “Voters Raise Concerns About Overfilled Drop Boxes”
January 2021, “Luzerne County Reports Discrepancies in Vote Totals Compared with SQVC and Precinct Breakdowns to Dominion Support Staff”. Dominion response via email “Can we re-allocate the results to the correct position”?…WHAT, just fudge the numbers so they match?
May 2021, “Luzerne County Council Votes to Seek Primary Election Investigation” citing a Dominion on-screen ballot mislabeling error that caused only democratic ballots to appear in front of voters. District Attorney Sanguedolce is quoted as saying “Without integrity in our elections, the public cannot trust the remainder of our democratic process”.
November 2021, “Two Additional Flash Drives are Discovered After the November 2nd Election”.
April 2022, “Over 300 Ballots Were Delivered Late Causing Voters to Not Be Able to Vote by Mail in Time for the Election”. Blaming information not being uploaded to the mail-in vendor properly.
May 2022, “Luzerne County Election Director Reports Ballot Drop Box Incident”.
November 2022, “Papergate” happened in Luzerne County. This is when as early as 7:30 a.m. the ballot market devices that print out the recorded paper ballots ran out of paper. This continued throughout the day with a total of 44 precincts being affected and untold numbers of people unable to vote. Plaintiffs filed lawsuits but they were not heard by the courts. Affidavits were filled out by over 40 qualified electors and were presented by a panel of Luzerne County residents to the Congressional House Sub-Committee on Elections in Washington DC.
November 2022, “Over 900 Duplicate Mail-in Ballots Sent to Voters”. 937 duplicate mail-in ballots were sent out with the election boards reason: “An overlap in a file export being sent to the vendor”.
September 2023, “Bpro/Knowink, Purveyor of Electronic Poll Pads Involved in Data Breach Allegations”, Luzerne County is a customer of these services.
November 2023, “The Luzerne County Bureau of Elections Forced to Cancel 1,557 Mail-in ballots”. The reason given, “a mismatched data file”.

The above headlines exemplify one thing, that we need to get elections back into the hands of “We the People” and out of the pockets of Voting Machine Vendors! As hard as election officials work to run our elections, they are not tech experts, they do not know the inner workings of complicated voting machine’s software, hardware, or program writing processes.
It's time to pull back and simplify our electoral process. Hand counting works. Hand counting is inexpensive, and hand counting is a provider of confidence in an election. Most importantly hand counting can assure the continuity of the electoral process should a cyber-attack or other type of unforeseen emergency take place.

Good afternoon. I am Diane Houser from Chester County.
On November 3, 2020, my husband, Paul, and I voted in-person at the Uwchlan 7 Precinct. Our ballot numbers were 114 and 115. We watched our filled-out ballots go into the ES&S DS 200. Fifteen months later, I discovered that our votes were not recorded in the SURE System. I filed a Right to Know Request and received the Numbered List of Voters Page and Signature Page.
Through canvassing, I discovered 12 others in my precinct as well as many others residing outside my precinct that voted in-person but did not have their votes recorded. This was a non-partisan effort.
All four members of the M. Family and three members of the H. Family did not have their votes recorded. This is a statement from Mr. M’s notarized affidavit. “It is extremely disturbing to each of us that our right to vote was denied and was not granted to us.”
Here is a statement from Mrs. H.’s affidavit, “To hear that our votes were not recorded is absolutely devastating. It’s unfathomable that this happened.” This is just a sampling of the comments that I heard from others.
Even with these anomalies, the Chester County 2020 General Election was certified with 2,609 more votes than voters who cast ballots!
During this past Primary, the ES&S DS 200 at 659 Uwchlan 7 Precinct malfunctioned at approximately 11:00 AM. Although voter turnout was low, the DS 200 was not performing properly four hours after the polls had opened. I had attended the Logic and Accuracy Testing. The limited number of ballots used during the L&A Test would not have indicated that there was an issue with that machine. Furthermore, previously this same machine also malfunctioned during the November 2023 Election.
Being a candidate for the Uwchlan 7 Republican Precinct Committee, I was positioned all day outside of the building. Initially, I was told that a ballot had to be inserted several times before it was accepted. Later, it was disclosed by voters leaving the building, that their ballots were collected to be scanned when the DS 200 was functioning properly. Some voters exiting the building were very distressed. One couple wondered if their votes would be scanned at all. After what seemed like a few hours, the poll workers were able to get the DS 200 in working order. I voiced my concerns over this machine to the Chester County Board of Elections.
These experiences from my precinct depict that there are issues with the voting machines. Firsthand experiences are not conspiracy theories. To ensure voter confidence in our elections, the machine results should be verified by hand counting the in-person, mail-in, and absentee ballots at the precinct level.

On November 3, 2020, my husband, Paul, and I voted in-person at the Uwchlan 7 Precinct. Our ballot numbers were 114 and 115. We watched our filled-out ballots go into the ES&S DS 200. Fifteen months later, I discovered that our votes were not recorded in the SURE System. I filed a Right to Know Request and received the Numbered List of Voters Page and Signature Page.
Through canvassing, I discovered 12 others in my precinct as well as many others residing outside my precinct that voted in-person but did not have their votes recorded. This was a non-partisan effort.
All four members of the M. Family and three members of the H. Family did not have their votes recorded. This is a statement from Mr. M’s notarized affidavit. “It is extremely disturbing to each of us that our right to vote was denied and was not granted to us.”
Here is a statement from Mrs. H.’s affidavit, “To hear that our votes were not recorded is absolutely devastating. It’s unfathomable that this happened.” This is just a sampling of the comments that I heard from others.
Even with these anomalies, the Chester County 2020 General Election was certified with 2,609 more votes than voters who cast ballots!
During this past Primary, the ES&S DS 200 at 659 Uwchlan 7 Precinct malfunctioned at approximately 11:00 AM. Although voter turnout was low, the DS 200 was not performing properly four hours after the polls had opened. I had attended the Logic and Accuracy Testing. Hello, my name is Beth Roth and I lead the 140 member Bucks County Election Integrity Task Force. The task force is composed of members from 9 grassroots patriot groups in Bucks County who have come together to put a laser focus on the election process in Bucks. This past year we have been working with the Commissioners and the Board of Elections to learn as much as we can about the election process that goes on behind the scenes. We have had the privilege of attending the L&A testing, the precinct reconciliation, the 2% Recount, and the Risk Limited Audit. We have learned so much. The election process is HUGE. It's a lot of work for the county BOE.
Our journey with them started with attending the L&A testing. Here is where our concerns began. On the first day of testing, inside a huge warehouse, all 608 Clear Cast machines were set up. The ballots that were to be run through them were at the machines. Workers came along and ran the prepared ballots through the machines, one at a time. After the ballots were run through, the worker closed the "election" on the scanner and printed the tape that records the results of the voting. Another worker came along and pulled the two USB drives from the machine and put them in a labeled pouch that was then sealed and sent to IT.
Here is the problem. We were not allowed to see the ballots other than to note that they were not filled out by hand but were produced by the printer. This is wrong. State instructions say that the test desk is supposed to be done by hand. We were not allowed to stand close enough to see if the workers were using ballots of all types and if the ballots were inserted into the scanner in all positions. We were not allowed to talk to the workers. We were not allowed to take pictures. We were told we were there to observe only. We were told that this was the first time anyone ever observed this process and we observed it from start to finish.
Given that we were told we had to follow the rules we have no way of knowing if they were testing the machines with the intent to see that the scanners were performing accurately. They concluded that the machines performed accurately. The L&A testing is the foundation of the election process for the voter and what we observed did not prove that the machines were performing accurately.
And this is the bottom line. Given the entire election process, there is no way to prove that the totals that come out of the scanner at the end of election day or from high speed scanning of mail in and absentee ballots at central tabulation actually match the paper ballots that are scanned and tabulated. THIS IS WHY WE HAVE TO RETURN TO HAND COUNTING PAPER BALLOTS. We are calling for honesty, accuracy and transparency.
We are standing, right now, in the building where Act 77 was unconstitutionally codified into law. There are serious problems with Act 77 and "the law". Congress - we need your help. We need your support. WE ARE THE PEOPLE! Thank you.
