Will there ever be an average-looking woman who becomes a mainstream star? I just realised, not one actress (nepo or not) who has made it big (mainstream) in any capacity, can be called average looking

No, not even the actresses who are called "average in looks" here are really average. I mean, they may be average... but only if you compare them with 100/10 stunners like Aishwarya, Katrina, or DP.

Most of the mainstream actresses who are often called 'average' in appearance here will be considered conventionally pretty in most cultures and in most places in India, tbh.

There's leeway when it comes to male stars in comparison. Ajay Devgn made it big despite looking quite ordinary and not being a good dancer or charmer. He had fans among many uncles when I was growing up, as they could 'relate' to him.

But there's no female equivalent of Ajay Devgn.

Not one actress who made it into the A-list (nepo or not) can be considered average in appearance. Not one.

There's an actress who comes from a powerful family, has plenty of acting chops, and even started her career in a big production house.

But she hasn't made it big. And she looks a lot like what most regular Indian women look like.

Do actresses hookup/date normal crew members from Film set?

I have been to film sets twice and people who work as AD, costume department, line producers, assistant are really really attractive(many of them are more gorgeous than some of our actors) and they speak really well like typical south Bombay crowd. They got personality, looks, physical attractive and it made me wonder that actress must have found some of these dudes attractive but do they hookup with them or they only date/hookup with people in power?

Male actors like aamir khan has started dating Kiran rao when she was just an AD and I have heard quite a few rumors of lead male actors hooking up with other crew ppl on set but never heard anything for actresses.
