Each company is given a certain number of these allowances, which represent their pollution limit. Now, let's say some companies can reduce their pollution more easily and end up emitting less than their allowance. These companies can sell their unused allowances to other companies that are having a hard time reducing their pollution. This creates a trading market for these allowances.
