Законопроект, направленный на упрощение процедуры подачи коллективных исков в российских судах, представлен 30 сентября 2025г на круглом столе Комитета Совета Федерации по конституционному законодательству и государственному строительству.
Владимир Комаров, управляющий партнер GRATA International St. Petersburg, выступил со-модератором дискуссии и поделился опытом внедрения цифровых платформ для коллективных исков и рассказал о перспективах развития данного направления.
Законопроект предусматривает снижение порога для подачи группового иска до десяти человек, цифровизацию уведомлений о возможности присоединения к иску, а также гибкий подход к оформлению соглашений о судебных расходах. Проект еще в прошлом году был одобрен правительственной комиссией по законопроектной деятельности, но с некоторыми замечаниями, которые теперь доработаны.
Благодарим организатора мероприятия первого заместителя председателя Комитета по конституционному законодательству и государственному строительству Артема Геннадьевича Шейкина за поддержку нашей инициативы. Принятие такого закона даст импульс развитию инструмента коллективных исков в России и повысит возможности массовой судебной защиты граждан и бизнеса.

Principle of Transparency
A new principle has been introduced – the principle of transparency: taxation rules and actions of tax authorities must be clear, open, and accessible to taxpayers. Taxpayers have been granted the right to demand clear, reasoned, and exhaustive explanations from tax authorities, both regarding the application of the Code’s provisions and with respect to specific actions or omissions. If this requirement is violated, for example in the case of an incomplete response or concealment of the grounds for decisions, the taxpayer is entitled to appeal such actions.
