If any of you guys experienced this issue (permission controller crash), usually after coming from A16, delete this file from metadata partition :
/metadata/aconfig/maps/system.flag.map
Next time if coming from A16, dont forget to wipe metadata partition also

google integrated some sh* that they didnt (or lazy?) to add some check if the SDK is < 36, that RANGING permission no need to check on A15 or below and this thing crash whole permission controller
Idk why the google stuck at checking info and ended failed🙃
