The party’s closure under “immense political pressure” represents the final domino in a carefully orchestrated campaign that has eliminated all major pro-democracy parties within five years—a remarkably swift transformation for a city that once prided itself on political pluralism and robust opposition politics.
The sequential nature of these dissolutions demonstrates the methodical pressure applied to force these organizations to self-destruct rather than face potentially harsher consequences under national security legislation.

This month: The closure of China Labor Bulletin represents another significant erosion of Hong Kong’s role as a safe haven for Chinese activists, marking the end of a three-decade advocacy effort that had survived China’s broader political transformations until now. While the organization cited financial difficulties as the reason for its shutdown, the timing and abrupt nature of the closure—coming just weeks after founder Han Dongfang had written about continuing their work—suggests the decision may have been influenced by the increasingly restrictive environment for civil society organizations in Hong Kong.
The deletion of social media accounts and cessation of website updates also indicates a complete withdrawal from public advocacy rather than a temporary financial restructuring.

【Three Hong Kong Primary Election Political Prisoners Released Following Sentence Completion】

Three former pro-democracy advocates — Frankie Fung, Nathan Lau, and Carol Ng —were released this morning in Hong Kong after serving over four years on charges of conspiracy to commit subversion. They comprised the third group of political prisoners to be released among those sentenced for their involvement in Hong Kong’s 2020 pro-democracy primary elections.

Their arrests were part of a broader crackdown under Beijing’s imposition of the National Security Law following the 2019 pro-democracy protests.

【UK Parliament's Latest Report on Transnational Repression: The Government Must Address Policy Gaps】

On July 30, the UK Parliament's Joint Committee on Human Rights (J.C.H.R.) issued their latest report on transnational repression (T.N.R.) in the UK. Our written submission on T.N.R. — authored by our senior international advocacy associate, Carmen Lau — was cited in the report. It was published by the J.C.H.R. earlier in June and centered on T.N.R. efforts by the Hong Kong S.A.R. government and responses by the U.K. government and law-enforcement agencies.

【BBC News Interview: Hackers, secret cables and security fears: The explosive fight over China's new embassy in the UK】

In an interview with BBC News, our senior international advocacy associate, Carmen Lau, highlighted the importance of opposing China's new mega-embassy construction at the Royal Mint Court. This project had drawn thousands of protesters since mid-February, with concerns about potential espionage risks and the threat of increased transnational repression (T.N.R.) against dissidents and pro-democracy advocates. Carmen also shared her personal experience with T.N.R., including instances where her neighbors received anonymous letters that encouraged the bounty hunting of her.

Formerly imprisoned pro-democracy advocate, Tiffany Yuen, was released on August 18 in Hong Kong after serving over four years on charges of “conspiracy to commit subversion.” She comprised the fourth group of political prisoners to be released among those sentenced for their involvement in the 2020 pro-democracy primary elections.

Their persecution had been part of a broader crackdown under Beijing’s imposition of the National Security Law.

【U.S. Department of State Highlighed Continued Deterioration of Human Rights in Hong Kong in 2024 Country Reports on Human Rights Practices】

The State Department released the 2024 Country Reports on Human Rights Practices on August 12. The report documented the status of human rights in nearly 200 countries and cataloged the ongoing and intensified repression by the P.R.C. and S.A.R. government.

Excerpt from the executive summary:

Significant human rights issues included credible reports of: arbitrary arrest and detention; transnational repression against individuals outside of Hong Kong; serious restrictions on freedom of expression and media freedom, including unjustified arrests or prosecutions of journalists and censorship; trafficking in persons; and significant restrictions on workers’ freedom of association, including coercive actions against independent trade unions and arrests of labor activists.
【August and September Highlights】

Our August and September Highlights captured key moments in advocacy across the United States, the United Kingdom, and the United Nations.

In Washington, the Select Committee on the C.C.P. hosted a closed-door roundtable to discuss strategies to counter Beijing’s transnational repression and support Hong Kong’s pro-democracy movement. 

At the international level, developments at the U.N. continued to draw attention to transnational repression. Anna Kwok and Carmen Lau were cited in a joint communication by nine mandate holders and in a U.K. statement at the 60th Human Rights Council session.

Carmen also spoke with major outlets including B.B.C. News, C.N.N., Sky News, and the Daily Mail about escalating threats to her safety in the U.K. following the S.A.R. government’s bounty announcement.
