The top supporter of legislation to ease green card access for immigrant workers stuck in years-long backlogs is making a last-ditch play to get the bill on the House floor—but rising pushback and a series of scuttled attempts in recent weeks don’t bode well for the measure.

A House Democratic leadership aide said Thursday that the bill was pulled because it didn’t have the votes to pass.

In a brief interview Thursday, Rep. Pramila Jayapal, D-Wash., who chairs the Congressional Progressive Caucus and was previously on a work visa, blamed opposition to the legislation on a “misunderstanding that somehow this is negative for certain communities” and said there is “still conversation about getting it to the floor.”

The Eagle Act prompted some grassroots organizing by immigrants on both sides of the issue, including All of Us, a Los Angeles-based group that opposed the bill. The bill "will choke off green cards for healthcare and medical research, as well as skilled immigration from Africa, Mexico, South Korea, all of Europe," the group said in a statement to the House Immigration and Citizenship subcommittee earlier this year.
