PRIME MINISTER MARAPE CALLED FOR CHINA’S SUPPORT IN CLIMATE RESILIENCE PROJECTS

Prime Minister James Marape is in Beijing at the invitation of Chinese President H.E Xi Jinping to attend the Third Belt and Road Forum for International Development and Cooperation, a prominent event spanning yesterday and today.

He passionately called for China’s assistance in land reclamation, water desalination, and green energy initiatives to support small Pacific Island states facing the challenges of climate change.

Prime Minister Marape, representing the Pacific Islands Forum, has proposed to China that countries with significant carbon footprints, such as China, should collaborate with smaller Island communities and states to mitigate the effects of climate change.

“I have consistently advocated for the preference of land reclamation over the relocation of islanders who are grappling with rising sea levels and the salination of their water and arable land,” Prime Minister Marape emphasized.

“I have been a staunch proponent of this approach and hope that nations like China can partner with Papua New Guinea, offering resources like rocks, soil, and sand to support land reclamation efforts.”

During discussions with Chinese leaders, Prime Minister Marape specifically highlighted Pacific Island nations such as Tuvalu, Kiribati, the Federated States of Micronesia, the Marshall Islands, and Nauru are in need of assistance at this time. He also emphasized on the importance of assisting islands and atolls within Papua New Guinea, including the Carterets, Mortlock, Nissan, Wuvulu, and many others.

COMPLAINTS INVESTIGATION TRAINING

Three days workshop was hosted from the 16th to the 18th of this month by the UNDP and the Department of Justice and Attorney General to advanced training of trainers on the investigation of administrative complaints for over 30 public sector officials from key anti-corruption institutions in Papua New Guinea. The training was held under the project Preventing and Countering Corruption in Papua New Guinea (PNG Anti-Corruption Project), which is funded by the European Union and jointly implemented by UNDP and UNODC.

The training was a continuation of earlier trainings on investigation of administrative complaints that the participants had joined in October 2022 and May 2023. The participants took part in interactive exercises where they learned to proactively identify potential wrongdoing in their workplaces and overcome common obstacles for conducting effective investigations of administrative complaints. The training also prepared the participants to transfer this new knowledge to their colleagues by teaching them to organize and conduct similar trainings in their respective departments.

“Unless we have robust systems in place for investigating any wrongdoing in our public institutions, we face the risk of both citizens and public servants losing trust in our systems of governance. I hope the skills you will gain from this training will help you in establishing a strong culture in your organizations, where justice and accountability are ensured for any misuse of power or public resources,” UNDP Resident Representative, Nicholas Booth stated.

“This UNDP training on investigation of administrative complaints is crucial for public sector departments because not every malpractice is a criminal offense. This training is important to uncover the administrative malpractice that can eventually lead to criminal investigations. It is also of utmost importance for enhancing integrity across the public sector system,” stated Mrs. Josephine Advent Pitmur, Deputy Secretary from the Department of Justice and Attorney General.

The training was a part of UNDP’s ongoing efforts to support the Government of Papua New Guinea in implementing its National Anti-Corruption Plan of Action. Under output 1.5 of the plan of action, UNDP provides technical advice and capacity development assistance to key national integrity institutions to tackle corruption in vulnerable sectors, such as customs, tax, forestry and natural resources.

50 COMPLETED TAILORING TRAINING

By Wasita Royal

A total of 50 mothers and youths from Toma-Vunadidir Local Level Government, in the Gazelle District were fortunate to be part of a two-weeks tailoring program which was the first of its kind in the LLG. The participants were awarded certificates after completing the training last Friday.

The participants were from six (6) wards Raim, Gunanaur, Vunadidir, Vunakabi, Ratavul 1 and Ratavul 2 in the upper Vunadidir zone.

LLG Community Development Officer Gevina Laria mentioned that their target groups were mothers and female youths. However, there were youths, especially men who were eager to sew and have been part of the training from the beginning to the end.

Trainer of Trainers Pastor Eddie Tal said that three courses have been taught within two weeks though timing was limited, however the trainees were able to capture many things during the training. Six (6) skills were imparted to them were designing, drafting, measuring, cutting, sewing and grooming.

Pastor Eddie Tal tried his best to train them so that they can become trainers at home to impart the same skills to their children. He told them that it’s a must they continue with the skills they have learnt in tailoring saying, tailoring is a sleeping giant in the country.

Pastor Tal challenged the participants with a scenario about his children who sew garments to meet their own school fees. He said if his children can do that, other children can do the same thing too.

He urged youths, especially men to join in tailoring. This is to drag their interests into sewing as well as minimize social issues in wards.

The Community Development Advisor Peter Tutuai stated that the East New Britain Provincial Administration has embarked on sectorial program alignments at the provincial headquarters, districts and LLGs to embrace and continue with skills training for its people.

According to Mr Tutuai, this training is part of the vision which the provincial administration has for its people for the next 10 years for the population to be educated, healthy and wealthy.

The participants were challenged by the Advisor to apply their tailored knowledge and skills in the next 10 years to move into the next level. He added that in order to move, people need transformed minds, heart, behaviour and positive attitudes despite the challenges.

LLG Manager of Toma-Vunadidir Kunai Wartabar said it has been an active two (2) weeks for the participants. He urged the participants to master the sewing skills and continue to sew.

Participants Representative Margaret Bosco said their needs have been fulfilled through this training.

Adding on to Margaret’s comment; a participant Lisie Tutuai added that they have learnt many new things on sewing, especially shirts, skirts and trousers. As they venture into this training, they have learnt a lot and it gave them confidence to sew outfits instead of buying it from tailoring shops.

The trainer and the Community Development Officer were acknowledged for their time and effort in rolling out this program to the participants.

MEDICINE SHORTAGE

By Bradley Mariori

The Bulolo District Development Authority is aware of the predicament facing the people where readily available medicines are in short supply or not available in the various health facilities in the district, Bulolo MP Sam Basil Jr revealed this.

He said the district normally had its own Mobile Clinic and medical supply program that was halted but was reactivated with the DDA endorsement early this month.

Basil Jr said the Bulolo District acquired Ambulances for all Health Centers and also operated a Mobile Health Clinic and Medicine and Eye Clinics program to improve health services delivery to the people.

He said this project helps to attend to the communities and have them treated or referred to the Health Centre.

Basil Jr said this exercise is also to promote awareness and information to the communities to decrease the high incidence of treatable diseases and to bring services to those in need or unable to reach the Health Centres.

The DDA will be purchasing basic medicines and health supplies as soon as the District Health Officer provides what is needed in the 4 LLG health establishments.

The district is also looking at starting the Mobile Clinics and is looking at establishing a reliable Ambulance Service with support from the St. John Ambulance Services.

Basil Jr said the basic medicines and health supplies will be locally purchased and distributed until the Area Medical Store delivers the required drugs pending since August 2023.

TRUKAI INCREASES SUPPORT FOR MAMA FOUNDATION

Trukai Industries has renewed its sponsorship for the Mountain Area Medical Airlift (MAMA) Foundation, increasing its support to K120,000 this year.

The company has been supporting Manolos Aviation Limited and now the MAMA Foundation for eight years.

This sponsorship will go towards the purchase of a Helicopter Approach Path Indicator (HAPI) Lighting System and other related equipment.

Trukai Industries’ CEO Alan Preston described this sponsorship as a sustainable partnership under the company’s core value of health within its corporate social responsibility program.

“We are proud to support and be associated with an organization like MAMA Foundation as they provide a vital service that has saved the lives of many people in the most difficult to reach places in PNG,” said Preston.

MAMA Foundation’s Jurgen Ruh said the HAPI system would enable improvements in safety during bad weather and night operations.

“The normal passenger flights are not done in bad weather or night, but when we take risks to go into bad weather or fly at night, this aviation equipment will assist the pilot in a safer approach to landing,” said Ruh.

“The installment of the HAPI system would be the first for any helicopter company in PNG and we are grateful that Trukai Industries is supporting this improvement through this increased sponsorship.

“We already have one HAPI system but we need two more. However there are other civil aviation specified and approved lights that will be installed in the helicopters which will then be part of the final take-off and landing pad,” Ruh added.

The Mountain Area Medical Airlift (MAMA) Foundation is a non-profit organization, founded by the CEO of Manolos Aviation Limited, as a social services delivery platform assisting people in remote PNG survive life-threatening complications, by transporting them via helicopter ambulances to urban hospitals, where they have access to health care and emergency treatment.

A GOOD INVESTMENT IN PNG

ExxonMobil PNG Limited, operator of the PNG LNG Project, was honored to lend its voice to calls for increased investment in PNG at this week’s inaugural Papua New Guinea – Asia Investment Conference held on the16th to the 17th of October in Hong Kong.

“As an investor with more than a century of experience in the Papua New Guinea, ExxonMobil can speak directly to what the country and its people have to offer towards building a thriving business,” shared Tera Shandro, Chairperson and Managing Director at ExxonMobil PNG.

Ms Shandro joined the fellow panelists to discuss how PNG is powering Asian growth through the supply of energy and other exports.

“The PNG LNG Project remains the largest single business investment in Papua New Guinea’s history, launched a new industry and has helped Papua New Guinea to grow its reputation in Asia as a trusted and efficient energy supplier. Since production commenced in 2014, it has also delivered more than PGK22 billion back to the State and its landowners.”

“With the support of stakeholders including the PNG Government, our venture partners, landowners, landowner companies, and local businesses we have not only developed Papua New Guinea’s foundation LNG project, but also a robust pipeline of potential future investments.”

She said ExxonMobil’s Outlook for Energy predicts by 2050 the world’s population will increase by 25 percent, rising by around 2 billion people, and to meet this demand, natural gas will play a critical role thanks to its abundance, low cost, and ability to reduce emissions.

“Asian markets are expected to remain core natural gas customers that will continue to turn to Papua New Guinea for decades to come because of its geographical location, high-quality resources, and efficient operating facilities.”

“We have been in Papua New Guinea for 101 years and when we reflect on the past century, we are proud of the legacy we are building, the partnerships that we have created, and we are energized about the potential of future developments in the country. When you invest in Papua New Guinea, you are not just making a business transaction, you are cementing a partnership that promotes mutual benefits,” Shandro added.

FOLLOWING FX INTERVENTION PUMA ENERGY AVOIDS FUEL RATIONING.

Following on from its press release dated Tuesday 17th October, Puma Energy is pleased to inform that it has now received sufficient FX to meet its payment obligations for September, and thus can assure fuel supply until the end of the month.

Chairman and Managing Director of Puma Energy Papua New Guinea, Hulala Tokome, in a statement thanked BPNG and relevant authorities for their intervention to ensure the company could repay the monies owed to the supplier for September.

He added that Puma Energy currently require roughly USD$50M on a monthly basis to import fuels.

In the interest to protect fuel supply security in the country, Puma Energy has withstood significant outstanding FX payments owed to its suppliers over the past few years.

This growing outstanding amount can only be paid when Puma Energy receives FX from the BPNG or commercial flows through authorized foreign exchange dealers, who also have a growing order board with limited

commercial flows.

Puma Energy has stated that Insufficient FX has restricted the company’s ability to purchase fuel from international market.

Puma Energy continued to utilize emergency stocks as it coordinated efforts with BPNG over a number of weeks for required FX, avoiding an impact to customers.

This had led to the company severely depleting its emergency stocks in order to maintain full supply to PNG and provide flexibility to the relevant authorities since it was not provided with sufficient FX a month ago.

Tokome elaborated that the requirement for FX is not a challenge unique to Puma Energy, but one that any fuel importer will face and encouraged businesses who currently hold US Dollar export proceeds offshore to repatriate their funds to help bolster the country’s FX flows.

Puma Energy will require further FX to settle its October payment obligations by the end of the month.

This new facility will serve as a central hub for church-related activities across the country. A substantial part of this funding, K3.5 million, will be immediately disbursed, with the remaining balance to follow as the project progresses.

Prime Minister Marape emphasised the government’s commitment to supporting the churches.

“We understand that we cannot achieve our national goals alone. The work of the churches is instrumental in guiding our nation on the right path. We encourage you to continue your service to Papua New Guinea and humanity.” he stated.

In closing, he encouraged the churches to broaden their outreach, particularly in the areas of education, healthcare, youth development, FODE, small to medium enterprises (SME) programmes, distribution of coffee and cocoa seedlings, and the promotion of agriculture.

Upon thanking the country’s President Xi Jinping and the Government of the People’s Republic of China, Prime Minister Marape said the funding would go into the construction of business and technical facilities in selected secondary schools in the country, in line with his government’s aim to upskill students before they finish Grade 12.
