Prior to the start of the meeting, Vladimir Putin told the Government members about his telephone conversation with Prime Minister of India Narendra Modi, during which the President of Russia wished the Indian leader a happy 75th birthday.
The meeting also addressed a number of current issues:

🔹in turn, Minister of Science and Higher Education Valery Falkov briefed the meeting on the universities enrollment campaign;

I would like to reiterate that at the moment, in the midst of the special military operation, our military-industrial complex is operating at full production capacity. Nevertheless, we must make more detailed and long-term plans for defence industries to produce civilian and dual-use goods — particularly as, back before the special military operation began, we were diversifying our defence production capacities at a steady rate. We have built a solid, good foundation, and this is something that we should take into account when developing new state programmes.

Russia is ready to continue to observe the key limitations of New START in terms of numbers for a year following February 5, 2026. Subsequently, we will make a decision on whether to keep the voluntary self-imposed limitations, based on our assessment of the situation. We believe that this measure will only be viable if the United States acts likewise, refraining from any steps that could undermine or upset the existing balance of deterrence capabilities.
