Why is Diablo 4 getting completely Reworked every year or so?

Another full overhaul of combat and loot was announced. I haven't seen any other game getting so many complete overhauls. What's the deal with it? Can't Blizzard make their mind?

Best Skill Trees in games?

I don't know if this happens to you, but personally I hate it when I'm excited to see that a Skill Tree is big, only to realize that most of the Skills are things like "Attack 10% faster," "Deal 10% more damage," or "Allows you to carry more ammo."

So now I'm on the lookout for the best Skill Trees. Skill Trees that have a bunch of special moves or even new mechanics to unlock. Any suggestions?
