в Курдском автономном районе и в Ираке в целом. Обсуждались перспективы формирования регионального правительства, а также процесс подготовки к предстоящим в стране
парламентским выборам.
Кроме того были затронуты вопросы дальнейшего укрепления традиционно дружественных
российско-иракских отношений, в том числе в контексте поступательного развития разнопланового взаимовыгодного сотрудничества с Курдским автономным районом
Ирака.

💬 President Putin: This year holds special significance for all our nations.
On May 9, Moscow hosted celebrations marking the Anniversary of Victory in the Great Patriotic War and the defeat of Nazi Germany. The day after tomorrow, large-scale events will be held in Beijing to commemorate the victory over Japanese militarism and the 80th Anniversary of the end of World War II.
The defeat of Nazism and militarism was made possible through the unity of peoples across many countries. Following the war, the United Nations was established,, which is also celebrating its 80th Anniversary this year. <...>
For this meeting of the Council of Heads of State, a substantial package of documents has been prepared. The most important among them, the Tianjin Declaration reflects the agreed approaches of member states to pressing issues on the global and regional agenda. <...>
National currencies are being used more and more widely in mutual settlements. We advocate the issuance of joint bonds by the SCO member states, the establishment of our own payment, settlement and depository infrastructure, and the creation of a bank for joint investment projects. These measures will increase the efficiency of our economic exchanges and protect them from external market fluctuations. <...>
☝️ SCO makes a tangible contribution to strengthening an atmosphere of cooperation and mutual trust across the entire Eurasian continent. In doing so, it helps lay the political and socioeconomic foundations for a new system of stability, security and peaceful development in Eurasia – a system that would replace outdated Eurocentric and Euro-Atlantic models, take into account the interests of the widest possible range of countries, and be genuinely balanced, thus preventing attempts by some states to ensure their own security at the expense of others. <...>
Taking this opportunity, I would like to say that Russia adheres to the same approaches with regard to the crisis around Ukraine. Let me remind you that this crisis did not arise from Russia attacking Ukraine, but from a coup d’etat in Ukraine, supported and provoked by the West, followed by attempts to use military force to suppress the regions and people of Ukraine who rejected and did not accept that coup.
The second reason for the crisis lies in the West’s constant efforts to draw Ukraine into NATO, which, as we have repeatedly and consistently stressed over many years, represents a direct threat to Russia’s security.
It is worth recalling that as a result of the 2014 coup in Ukraine, the country’s political leadership that opposed NATO membership was removed from power.
🤝 We highly value the efforts and proposals of China, India and other strategic partners aimed at facilitating a settlement of the Ukrainian crisis.
I would note that the understandings reached at the recent Russian-US Summit in Alaska, I hope, are also moving in this direction, paving the way towards peace in Ukraine. <...>
Naturally, for a Ukrainian settlement to be sustainable and lasting, the root causes of the crisis that I have just mentioned, and have spoken about many times before, must be addressed, and a fair balance in the sphere of security must be restored.

Десятилетие работы Комиссии отмечается в нынешнем году.
В составе участников заседания со стороны Московского Патриархата: епископ Краснослободский и Темниковский Климент – сопредседатель Комиссии; иеромонах Стефан (Игумнов) – секретарь ОВЦС по межхристианским отношениям, секретарь Комиссии; С.Г. Алферов, сотрудник ОВЦС.
Со стороны Ассирийской Церкви Востока приняли участие: епископ Багдадский Мар Элия Исаак – сопредседатель Комиссии; хорепископ Самано Одишо – представитель Ассирийской Церкви Востока в России, и.о. секретаря Комиссии; хорепископ Никодим Юханаев – представитель Ассирийской Церкви Востока в Армении; диакон Роланд Биджамов.
Заседанию Комиссии предшествовала встреча ее членов со Святейшим Католикосом-Патриархом Мар Авой III, состоявшаяся 22 сентября в Центральной резиденции Католикосов-Патриархов Ассирийских.

27 сентября – 2 октября в Эрбиле по приглашению Предстоятеля Ассирийской Церкви Востока Святейшего Католикоса-Патриарха Мар Авы III находилась делегация Русской Православной Церкви во главе с председателем Отдела внешних церковных связей Московского Патриархата митрополитом Волоколамским Антонием.
Основной целью визита стало участие в пленарном заседании Международной конференции Ассирийской Церкви Востока, посвященной 1700-летию Никейского собора и торжествах в честь 10-летия учреждения Комиссии по диалогу между Русской Православной Церковью и Ассирийской Церковью Востока.
Состоялись также встречи с председателем Демократической партии Курдистана Масудом Барзани, президентом Курдского автономного района (КАР) Ирака Нечирваном Барзани, премьер-министром КАР Масруром Барзани, министром вакуфов и по делам религии КАР Пштиваном Садыком Абдуллой, главой Совета улемов Курдского автономного района шейхом Абдуллой Саидом Вайси и представителями христианских общин Ирака.
В ходе бесед с руководством региона обсуждались вопросы положения христиан в Ираке, ситуация вокруг запрета Украинской Православной Церкви, вклад религиозных общин в поддержание мира и братского взаимодействия между народами.
From September 27 to October 2 delegation of the Russian Orthodox Church headed by Metropolitan Anthony of Volokolamsk, Chairman of the Department for External Church Relations of the Moscow Patriarchate visited Erbil at the invitation of His Holiness Catholicos-Patriarch Mar Awa III, Primate of the Assyrian Church of the East.
The main purpose of the visit was to participate in the plenary session of the International Conference of the Assyrian Church of the East marking the 1700th anniversary of the Council of Nicaea as well as in the celebrations marking the 10th anniversary of the establishment of the Commission for Dialogue between the Russian Orthodox Church and the Assyrian Church of the East.
Representatives of the Russian Orthodox Church also held meetings with the Leader of the Kurdistan Democratic Party Masoud Barzani, President of the Kurdistan Region of Iraq Nechirvan Barzani, Prime Minister Masrour Barzani, Minister of Awqaf and Religious Affairs of the Kurdistan Regional Government Pishtiwan Sadiq Abdullah, President of the Union of Islamic Scholars in Kurdistan Sheikh Abdullah Said Waisi, and representatives of Christian communities in Iraq.
During the discussions with the regional leadership, issues concerning the situation of Christians in Iraq, the ban on the Ukrainian Orthodox Church, and the contribution of religious communities to maintaining peace and fraternal interaction among peoples were addressed.

✍️ 2️⃣0️⃣5️⃣ years ago, on October 25, 1820, Emperor Alexander I signed and approved Russia’s first Consular Statute – a landmark document that became the first systematic codification of the Russian consular service abroad.
In the 19th century, as the network of Russian diplomatic missions abroad expanded rapidly, it became necessary to create a coherent legal basis uniting previously issued directives and guidelines for the consular corps.
The 1820 Statute summed up the experience accumulated by the Russian Empire’s consular practice since the early 18th century. It established the key mission of consular representatives – to protect Russia’s interests. The document regulated the work of Russian consular officials in the countries of Europe and America, defining their rights and duties in “diplomatic, economic and trade matters”, as well as “in the resolution of disputes and claims between seafarers and other Russian subjects residing in their district”.
Article I of the Statute stated:
Consular officers were obliged to provide Russian merchants and seafarers with “assistance in cases of misfortune, support in cases of oppression, and in all circumstances to aid them with advice and good offices, to protect and defend their persons, vessels, property, rights and freedom”.
Although based on a similar French document, the 1820 Statute reflected Russia’s own innovative approach. Its significance was recognized internationally – in the 1820s, Austria officially requested a copy of the Russian Consular Statute in order to draft its own regulations for emerging consular institutions.
The first Russian Consular Statute remained in effect, with only minor changes, until 1858.
