Can a SFFPC be silent - no gaming involved

I'm trying to figure out my next computer and am super lost. I noticed a few threads while searching about SFFPC's and I am intrigued. The computer is going to live on the desk about 3 ft from my head and silence is what I value more than anything. After that, the smaller the better. I've entertained the mac mini, but I would much prefer to stay with a pc. I also will likely have to consider a prebuilt computer. I have arthritis and screwing in all the components will aggravate my hands and arms.

My usage is 1-2 zoom meetings each week, email, web browsing and a healthy dose of youtube. That's it. It's really just a general computer for home. I have an older Dell Inspiron (purchased in 2018) desktop with an intel 8400 that does what I want but there are two problems...1. It is like a constant jet engine next to my head and I have finally had all I can take of the noise. 2. It's a massive tower compared to what I see today. I could get past that, but I'd like to get silent, or close to it, and smaller if possible.

Any help would be greatly appreciated.

Thanks!

250W GPU + 120W CPU in NCase M2, too much or just fine?

Hi there, im wondering how hot the above title system power limits will realistically run in the NCase M2. I plan on doing a build with new parts and current parts from my PC and making the final jump to AM5 with a 7600X as a holdover until Zen 6, a Micro ATX motherboard (MSI MAG B850m Mortar Gaming) and an RTX 4070 FE. I plan on using a thermalright PA120 mini for the CPU, with 1 top exhaust fan, reference layout. Window side panel. Later I plan on updating both the CPU and GPU when Zen 6 launches.

For future upgrades to this build, I plan on never really running a CPU above 90-120w and a GPU above 200-250. Can I expect the M2 with such a setup to stay below thermal throttle limits, including undervolting and imposing strict power and temperature limits in BIOS? Build is mostly for gaming in CPU-heavy games, but also for work and studies in programming and some design work in CAD programs.

Insight is greatly appreciated and I thank you
