So it's been all over the news that Shijiazhuang, in Hebei province, is either in the process of loosening restrictions currently or planning on doing so in the near future. I have heard this from Chinese friends as well, and it would seem that Shijiazhuang is acting as a "pilot city" for the easing of the Covid Zero policies. Shijiazhuang's city government, in a letter addressed to the city's residents, states that "everyone is the 'primary person responsible' for their own health'"(¹), and provides guidelines for the removal of many quarantine restrictions and return to normal life. However, this does not mean a unilateral end to the COVID restrictions (as the Shijiazhuang government puts it, "[we must] completely prevent against one-size-fits-all solutions" [ibid., (²)]); the city will still maintain stricter policies "in line with relevant national regulations"(³).
This is still ultimately a good thing, depending on what side of the COVID issue you are on. If you think the restrictions are fundamentally good at their core, then you are probably a little dismayed about this. Western media has been quick to cover the dissent of the general public in regards to the policy being changed, but it is somewhat overblown. The vast majority, I would argue, of posts on Weibo et. al. currently are praising this decision, which has come after a long period of stress for many Chinese. This, along with the reduction in mandatory quarantine time from seven to five days and the lifting of flight suspensions (apologies for the weak source), comes hot off the heels of Hong Kong's decision to lift some of the quarantine requirements for foreign and Chinese visitors (although entering Macau is still difficult for passport holders both foreign and domestic, as far as I am aware), and these decisions are quite a good sign from the Chinese government in regards to opening up.
It will still likely be some amount of time before China is fully opened, and at present, foreign passport holders with certain visas still face difficulties in entering the country (as an example, the L visa for tourists; my local Chinese embassy has not even given a roadmap for the acceptance of L visa holders into Mainland China), but it is still a good sign, at least in my eyes. The Covid Zero policy, while good in its aims and most of its accomplished objectives, is still fundamentally a quarantine, and it is always good for a society when a quarantine can be lifted safely and effectively, minimizing the risk of disease spread as best as possible.
