Russia Formally Withdraws From Plutonium Disposal Agreement With US
Vladimir Putin has signed a law formally terminating the 2000 US–Russia agreement on disposing of weapons-grade plutonium no longer required for defense purposes, according to the Russian government’s legislative portal.
According to government explanatory documents, the deal was suspended in 2016 due to:
▪️ US sanctions on Russia;
▪️ US laws seen as interfering in Russia's internal affairs;
▪️ NATO's eastward expansion;
▪️ Growing US military presence in Eastern Europe;
▪️ US plans to change plutonium disposal methods without Russia's consent.
Russia set clear conditions to revive the deal, none of which were met:
▪️ Lower the number of US military bases in post-2000 NATO countries;
▪️ Cancel US laws that impose sanctions over alleged human rights violations by Russian individuals;
▪️ Repeal the Ukraine Support Act (2014);
▪️ Lift anti-Russia sanctions and pay compensation.
Moscow cited the Vienna Convention (1969), saying changed circumstances justify ending the deal.
