The Supreme Court has ruled that no mandamus can be issued by the court directing state governments to provide reservations.

About: 

Mandamus literally means ‘we command’. When issued to a person or body, the writ of mandamus demands some activity on their part. 

It orders the person or body to perform a public or quasi-public duty, which they have refused to perform, and where no other adequate legal remedy exists to enforce the performance of that duty. 

Exceptions: 

Under Article 361, mandamus cannot be granted against the President or Governor of a State, “for the exercise and performance of the powers and duties of his office or for any act done or purporting to be done by him in the exercise and performance of those powers and duties”. 

The writ also cannot be issued against a private individual or body, except where the State is in collusion with the private party for contravening a provision of the Constitution or a statute. 

The writ cannot be issued unless the legal duty is of public nature, and to whose performance the applicant of the writ has a legal right. The remedy is of a discretionary nature — a court can refuse to grant it when an alternative remedy exists.

Scientists investigating the animal origins of the novel coronavirus said pangolins could be responsible for the spread of the virus to humans in China.

About: 

Pangolins or scaly anteaters are mammals of the order Pholidota. 

The eight species: There are a total of eight pangolin species across Africa and Asia.
Asian species: Sunda Pangolin, Philippine Pangolin, Chinese Pangolin and ‘Indian Pangolin’.

African species: Long-tailed Pangolin, Tree Pangolin, Giant Pangolin and the Ground Pangolin.

Characterstics:
They have large, protective keratin scales covering their skin, and they are the only known mammals with this feature.

They roll into a ball when threatened which can make them easy pickings for poachers.

Their diet consists of mainly ants and termites which they capture using their long tongues (A pangolin’s tongue is longer than its body).

Pangolins have no teeth; they chew with gravel and and keratinous spines inside the stomach.

Threat: According to the latest report released by TRAFFIC in March 2018, Pangolin is the most trafficked mammal in the world. Though hunted for its meat across the northeastern States and in central India, tit is in huge demand for its scales in China.

IUCN status: The Chinese Pangolin was officially categorised as critically endangered in 2014, but it is believed to be extinct today. The Indian Pangolin, marked endangered that year, is now critically endangered and disappearing fast.

World Pangolin Day: The third Saturday of February is observed as the World Pangolin Day.

There are over 1.36 crore Indian nationals living abroad, according to data tabled by the Ministry of External Affairs in Lok Sabha.

About:

The highest number of Indians abroad are living in the United Arab Emirates, where the 34,20,000 Indians comprise about one-fourth of all Indians abroad.

The UAE is followed by Saudi Arabia (25,94,947), the US (12,80,000), Kuwait (10,29,861), Oman (7,79,351), Qatar (7,56,062), Nepal (5,00,000), UK (3,51,000), Singapore (3,50,000) and Bahrain (3,23,292).

During 2018-2019, $76.4 billion was received as remittances from Indians abroad. During 2019-2020 (April-September), $41.9 billion was received.

WEB PORTAL FOR STAR RATING OF MINES

In order to promote green, safe and sustainable mining practices using technology as a tool, Ministry of Coal (MoC) has launched a web portal for star rating of coal mines.

About:

Based on the star ratings obtained through a well-defined mechanism on this web portal, the highest scoring mines in the country will be awarded in a public ceremony.

Besides, all the mines will be given an official certificate by the CCO mentioning their star rating and the particular reporting year.

The mines that score from 91 to 100% will get 5 star, 81 to 90% 4 star, 71 to 80% 3 star, 61 to 70% 2 star, 41 to 60% 1 star and mines that score from 0 to 40% will get No star on the portal as per laid down procedures of the Star Rating Policy for Coal Mines in India.

The Ministry of Health and Family Welfare (MoHFW) conducted the tenth round of National Deworming Day (NDD). This will be followed by the mop-up day on February 17, 2020.

About:

As part of this campaign, children and adolescents aged 1-19 years are being administered Albendazole (400 mg) across government, government-aided schools, anganwadis, private schools and other educational institutions.

The NDD is implemented with an objective to reduce the prevalence of Soil Transmitted Helminths (STH), commonly called the parasitic intestinal worms, among all children and adolescents.

Infections with the main STH – roundworm, whipworm and hookwormscontribute to 50.1 lakh disability adjusted life-years (DALYs) worldwide (WHO, 2010).

Launched in 2015, the NDD is the largest public health program implemented on a single day reaching crores of children and adolescents through two NDD rounds every year.

Implemented in collaboration with the Ministry of Women and Child Development and Ministry of Human Resource Development, NDD is a key intervention of Anemia Mukt Bharat.

This year, February 11 is being observed as Safer Internet Day (SID). Last year, the Day was marked on February 5.

About:

SID is an international event taking place in February every year, which aims to increase awareness about emerging online issues, such as cyberbullying, and chooses a topic reflecting current concerns. This year, the theme is “Together for a better internet”.

It is organised by the Insafe/INHOPE network of awareness centres, that is spread across 30 countries and is funded by the Connecting Europe Facility program (CEF) of the EU.

SID was first initiated in 2004, and is as part of the EU’s ‘Better Internet for Kids’ policy. The SID initiative is now recognised in around 150 countries worldwide.

To expand the initiative’s reach, Safer Internet Day Committees were introduced in 2009. In India, the New Delhi-based NGO DISC (Developing Internet Safe Community) Foundation is the SID Committee.

Ministry of Agriculture tabled data in Parliament on excess Winter rainfall in several states.

About:

Rainfall is excess when it is 20-59% higher than normal for the period, and large excess when it is over 60% higher than normal.

In December 2019, 13 states and Union Territories recorded excess/large excess rainfall. In January 2020, this rose to 22 states and Union Territories.

Mizoram recorded the highest departure, at 296% above normal between December 2019 and January 2020. Normal rainfall in Mizoram during this period is 10.8 mm, whereas the actual rainfall received was 42.8 mm.

The lowest departure was recorded by Arunachal Pradesh, whose actual rainfall (58.5 mm) was 24% more than the normal of 47.2 mm.

Scientists have found that a dinosaur fossil, found in Alberta in Canada in 2010, belongs to a new species of tyrannosaur.

About:

They have named it Thanatotheristes, which means “reaper of death”.

Tyrannosaurs were one of the largest meat-eating dinosaurs to have ever lived, with very large and high skulls, and the best known among them is the Tyrannosaurus rex, celebrated in the Jurassic Park series.

The 79-million-year-old fossil that the researchers have found is the oldest tyrannosaur known from northern North America.

The fossil specimen is important to understand the Late Cretaceous period, which is the period when tyrannosaurs roamed the Earth.

Human activity may have contaminated one of the highest peaks in the central Himalayas hundreds of years before a person ever set foot there.

A study published in the journal PNAS, indicates that the byproducts of burning coal in Europe in the late 18th century made their way to the Dasuopu glacier, about 10,300 kilometres from London, the birthplace of the Industrial Revolution.

Industrial Revolution was a revolution in the use of energy adding that the use of coal combustion also started to cause emissions that we think were transported by winds up to the Himalayas.

Dasuopu Glacier, at 7,200 metres above sea level, is the highest-altitude site in the world where scientists have obtained a climate record from an ice core. It is located on Shishapangma, one of the world's 14 tallest mountains, which are all located in the Himalayas.

EXEMPTION FROM CRR MAINTENANCE

The Reserve Bank of India (RBI) has said that the special lending window with Cash Reserve Ratio (CRR) exemption will be open from 14th of February and incremental loans disbursed under this facility will have CRR exemption for the next five years.

About:

This means that banks will not be needed to make additional cash reserve ratio against any incremental loans disbursed to the targeted segments.

The window will open for six months ending 31st of July this year, but the Net Demand and Time Liabilities (NDTL) will be calculated as of 31st of January.

It asked banks to report the CRR exemption availed at the end of a fortnight under exemptions/others in the Section 42 return, under the provisions of the master circular on CRR and SLR issued on 1st of July, 2015.

February 11 was the International Day of Women and Girls in Science, established by the United Nations to promote equal access to and participation in science for women and girls.

About:

According to a 2018 fact sheet prepared by UNESCO on women in science, just 28.8% of researchers are women. It defines researchers as “professionals engaged in the conception or creation of new knowledge”. In India, this drops to 13.9%.

Between 1901 and 2019, 334 Nobel Prizes have been awarded to 616 Laureates in Physics, Chemistry and Medicine, of which just 20 have been won by 19 women. The double Laureate is Marie Curie.

In 2019, the American mathematician Karen Uhlenbeck became the first woman to win the Abel Prize, following 16 male mathematicians.

The Fields Medal so far has also been awarded to only one woman mathematician, the late Maryam Mirzakhani of Iran, as opposed to 59 men since 1936.

UNESCO data from 2014-16 show that only around 30% of female students select STEM (science, technology, engineering and mathematics)-related fields in higher education.

In India, a 2016-17 NITI Aayog report compared female enrolment in various disciplines over five years, until 2015-16. In 2015-16, 9.3% of female students in undergraduate courses were enrolled in engineering, compared to 15.6% across genders.

In its mission to Mars this summer, NASA is sending a new laser-toting robot as one of seven instruments aboard the Mars 2020 rover.

About:

Called SuperCam, the robot is used for studying mineralogy and chemistry from up to about 7 metres away. It might help scientists find signs of fossilised microbial life on Mars.

From more than 7 m away, SuperCam can fire a laser to study rock targets smaller than a pencil point. That lets the rover study spots it can’t reach with its arm.

SuperCam looks at rock textures and chemicals to find those that formed or changed in water on Mars long ago.

SuperCam includes a microphone so scientists can listen each time the laser hits a target. The popping sound created by the laser subtly changes depending on a rock’s material properties.

The Mars 2020 rover marks the third time this particular microphone design will go to the Red Planet.

The IADWS system includes radar, launchers, targeting, and guidance systems, advanced medium-range air-to-air missile (AMRAAM) and Stinger missiles, and related equipment and support.

The potential sale, which is being processed via the Foreign Military Sales (FMS) route, is now before the U.S. Congress for consideration, with a 30-day window for Congress to raise any objections to the sale.

QAnon, a conspiracy theory, has now surfaced in political campaigns, criminal cases, merchandising and at least one college class.

About:

QAnon is a far-right conspiracy theory detailing a supposed secret plot by an alleged "deep state" against U.S. President Donald Trump and his supporters.

The theory began with an October 2017 post on the anonymous imageboard 4chan by someone using the name Q, a presumably American individual that may have later grown to include multiple people.

"Q" is a reference to the top-secret Q clearance. QAnon believers commonly tag their social media posts with the hashtag #WWG1WGA, signifying the motto "where we go one, we go all."

The Union Health Ministry has notified that medical equipment would qualify as “drugs” under Section 3 of the Drugs and Cosmetics Act, 1940, with effect from April 1, 2020.

Medical equipments under this definition include implantable medical devices such as knee implants, CT scan, MRI equipment, defibrillators, dialysis machine, PET equipment, X-ray machine etc.

The manufacture, import and sale of all medical devices will now need to be certified by the Central Drugs Standard Control Organisation.

This will ensure these equipments follow quality standards. The move comes in the wake of years of controversy about faulty hip implants of J&J.

The Ministry of Social Justice informed Lok Sabha about the incidents of manual scavenging, which is banned under the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013.

About:

According to National Commission for Safai Karamcharis, the number of people who died while cleaning sewers and septic tanks in the country increased by almost 62% from 68 in 2018 to 110 in 2019.

These cases were reported from 18 States and Union Territories, while 13 States and UTs submitted “nil reports”.

A total of 14,559 manual scavengers had been identified by Municipalities and Gram Panchayats in 13 States from 2013-2014 till January 31, 2020.

Apart from that, a national survey was conducted in 194 districts in 18 States where 48,345 manual scavengers were identified till January 31, taking the total to 62,904.
