ህንጻው እኤአ 1961 በቀኃስ ግንባታው የተጀመረ ሲሆን ግንባታው ሊጠናቀቅ ሲቀርብ ቀኃስ ከዋናው ህንጻ ነዳፊ ከሚስተር አስከላንድ ጋር በ1964 እኤአ ሲጎበኙት ይታያል።

ኖር ኮንሳልት ከንግድ ሚኒስቴር ህንጻ ውጪ እንደ ልዑል መኮንን ሆስፒታል(ኋላ ላይ ጥቁር አንበሳ የተባለው) ን የመሳሰሉ ታላላቅ ህንጻዎችን የነደፈ ታዋቂ ድርጅት ነው።
